This is a Direct Hire Public Notice, under this recruitment, applications will be accepted for each location and/or installation identified in this Public Notice and selections are made for vacancies as they occur. Incumbents typical work assignments may include the following:
  • Participates in strategic financial workforce management planning to advocate for DFMCP equities. Develops and maintains governance policies, procedures, manuals, and instructional documentation in support of DFMCP administration.
  • Directs the programmatic execution of the DFMCP, to include curating a balanced portfolio of educational content tailored to diverse learning styles and accessibility standards.
  • Oversees the quality assurance of certification standards, manages continuous education audits, and leads workforce compliance initiatives.
  • Exercises executive-level oversight, budgetary advocacy, and acquisition strategy for the IT systems, technical platforms, and digital infrastructure supporting the DFMCP. Conceptualizes and directs the procurement of next-generation enterprise learning management systems and complex e-learning support contracts.
  • Serves as Functional Representative, working with COR and KO to oversee all support contract activities. Activities include, but are not limited to, building all contract requirements, reviewing performance work statements, and reviewing contract deliverables for accuracy.

  • In accordance with Department of War (DoW) Instruction 1300.26, "Operation of the DoW Financial Management Certification Program (DFMCP)," this position requires a Level 3 Certification under the DoW Financial Management (FM) Certification Program

In order to qualify for this position, you must meet the requirements described below.

You may qualify at the GS-14 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-13 grade level in the Federal service Specialized experience is defined as experience: 1) Managing a complex workforce development or certification program, such as the DoD Financial Management Certification Program (DFMCP), to include developing governance policies, overseeing curriculum design, and ensuring quality assurance of educational content. 2) Providing expert analysis and strategic advice on policies and procedures related to federal workforce training, education, and professional development. 3) Exercising acquisition oversight for enterprise-level IT systems, such as a Learning Management System (LMS), including developing contract requirements and reviewing contractor performance. 4) Leading or directing digital transformation or business process re-engineering initiatives within a large organization.

Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission..
