Job Description
Job Title: Construction Inspector Location: Las Vegas, Nevada Rivet Operations Company is looking for a Construction Inspector to support operations at Nellis Air force Base. The Construction Inspector will monitor and control the construction operations of large and complex projects involving specialized electrical systems, complex mechanical systems, and/or unique structural requirements for base facilities, infrastructure, and associated utility distribution systems. This role monitors and controls major segments of difficult and complex project plans and specifications; reviewing plans prior to contract advertisement to determine feasibility and practicability of construction for facilities such as office buildings, hangars, laboratories, and warehouses that normally require several months to a year to complete. This role provides technical information to bidders during pre-bid conferences and site visits, prepares statements of work (SOWs), attends pre-construction conferences, clarifies technical portions of drawings and specifications, and coordinates proposed schedules with the using agency. This role approves changes that do not alter basic design or add cost, advises contractors on scheduling, progress reporting, safety, and cost, and reviews shop drawings and material/equipment submissions. Key Responsibilities
• Maintains surveillance over complex structures, investigates all construction phases for compliance with schedules, specifications, and shop drawings, rejects nonconforming materials/workmanship, manages testing and sampling, performs acceptance inspections, and maintains daily logs and photographic records.
• Determines the need for project changes, estimates costs and develops modifications, prepares Government monthly payment estimates, records changes for as-built drawings, and investigates controversial situations that may lead to contractor claims.
• Serves as liaison between the contracting officer and project engineer, acting as point of contact on assigned projects and assisting in negotiations on price and schedule changes with technical and cost expertise.
• Exercises independent authority to negotiate changes with contractors for the best economic posture for the Government and tracks all change order/modification status in computer-based project tracking programs.
• Keeps the supervisor and contracting officer advised of contract status, progress, and delays, prepares required reports and correspondence, and manages project closeout; including as-built drawings, fiscal closeout, project files, and electronic status tracking systems.
• This position may require access to FOUO information and occasional access to restricted areas and/or material when providing support and will follow/adhere to OPSEC guidelines and pertaining directives.
Required Qualifications
•Associates degree in Construction Management/Technology from an accredited university or college and 5+ years of experience in construction management.
•Working knowledge of construction methods, materials, and standards, and the ability to read and interpret plans, specifications, shop drawings, and submittal registers.
•Strong inspection and quality assurance skills, including testing/sampling oversight and pre-final/final acceptance inspections.
•Familiarity with critical path method (CPM) scheduling, cost estimating, change order development, and government payment estimates. Preferred Qualifications
•Experience working at Nellis Air Force Base is preferred but not required.
•Experience working in the 99th Civil Engineer Squadron is preferred but not required. Knowledge of Department of Defense (DoD) or U.S. Air Force environments.
• Demonstrated ability to manage schedules, staffing, budgets, and operational priorities in dynamic environments.
• Strong leadership, communication, organizational, and problem-solving skills.
• Ability to effectively engage with senior military leaders, Government personnel, and contractor teams.
• Proficiency with Microsoft Office Suite. Security: Requires the applicant to possess and maintain an active Secret clearance for the position.
