Job Description

Position Title: Industrial-Organizational Psychologist – Strategic Workforce Planning and Analytics SME
Company: Strategic Technology Institute, Inc. (STi)
Location: Quantico, VA (Primarily on-site at DCSA Headquarters; limited telework may be authorized)
Anticipated Start Date: 30 September 2026
Clearance: Active Secret clearance required at time of proposal submission

• Full-time position contingent upon contract award and final staffing approval. STi is actively identifying highly qualified, cleared candidates for proposal staffing and rapid post-award onboarding.
• Period of Performance: 30 September 2026 – 30 March 2031, inclusive of option periods. Dates are subject to adjustment based on task-order award.

POSITION OVERVIEW

STi is seeking an Industrial-Organizational Psychologist to serve as a Strategic Workforce Planning and Analytics SME supporting the Defense Counterintelligence and Security Agency (DCSA) Human Capital Management Office.

This key position will apply industrial-organizational psychology, workforce research, people analytics, survey analysis, competency assessment, and data-visualization methods to support agency workforce-planning and workforce-shaping decisions.

The ideal candidate is a hands-on practitioner who can analyze human capital data, evaluate workforce competencies and gaps, improve employee-survey products, and convert complex findings into accessible reports, dashboards, briefings, and recommendations.

PRIMARY DUTIES AND RESPONSIBILITIES

Responsibilities include:

• Apply industrial-organizational psychology methods to strategic workforce planning and human capital initiatives.
• Conduct quantitative and qualitative workforce analyses and develop analytic reports for leadership requests and oversight data calls.
• Extract, query, mine, analyze, and visualize information from human capital data sources.
• Document connections among reporting requirements, workforce data, and underlying human capital business processes.
• Develop dashboards and data visualizations depicting workforce trends, capability gaps, insights, and forecasting models.
• Support development and maintenance of People Analytics portal products.
• Conduct workforce competency and gap assessments and support maintenance of the DCSA competency library.
• Support development of workforce and succession-management plans.
• Analyze Federal Employee Viewpoint Survey, Exit Survey, New Hire Survey, and other employee-survey data.
• Develop survey response-rate dashboards, results dashboards, executive briefings, and organization-specific analyses.
• Review survey instruments and results products and recommend improvements to questions, instructions, methodology, analysis, and presentation.
• Benchmark human capital practices across DoD, Intelligence Community, Federal, and industry organizations.
• Develop reports, briefings, working papers, job aids, process documentation, and decision-support products for senior leaders.
• Support change-management, workforce-shaping, and HCMO modernization initiatives.

MINIMUM QUALIFICATIONS

U.S. Citizenship required. Active Secret clearance required at time of proposal submission and must be maintained throughout contract performance.

• Bachelor’s degree or higher in industrial-organizational psychology, organizational psychology, behavioral science, statistics, data analytics, human capital, or a related discipline
• Expert knowledge of industrial-organizational psychology principles and best practices
• Demonstrated experience conducting workforce research, strategic workforce analysis, competency assessment, or organizational assessment
• Experience analyzing quantitative and qualitative human capital or employee-survey data
• Experience developing workforce dashboards, data visualizations, analytic reports, or forecasting products
• Experience supporting strategic workforce planning, succession planning, competency management, or workforce-shaping programs
• Knowledge of DoD strategic human capital goals and objectives
• Knowledge of change management and organizational transformation practices
• Ability to benchmark practices and convert research findings into senior-leader decision products
• Advanced facilitation and project-management skills
• Expert proficiency with Microsoft Excel, PowerPoint, Word, and project-management tools
• Strong written, oral, analytical, and presentation skills

PREFERRED QUALIFICATIONS

• Master’s or doctoral degree in industrial-organizational psychology or a closely related discipline
• Prior DCSA, DoD, Intelligence Community, or DCIPS human capital experience
• Experience analyzing FEVS, new-hire, exit, organizational climate, or workforce-engagement surveys
• Proficiency with statistical analysis, survey platforms, data visualization, or business-intelligence tools
• Experience developing People Analytics portals or workforce dashboards
• Experience with Microsoft SharePoint, Visio, Planner, or Forms
• Experience supporting organizational consolidation, workforce transition, or human capital modernization

WORK ENVIRONMENT

• Primary place of performance is DCSA Headquarters at the Russell-Knox Building in Quantico, VA
• Position is primarily on-site; telecommuting may be permitted under a schedule approved by the Government
• Work is generally performed Monday through Friday within DCSA’s Eastern Time operating window
• Local NCR travel and occasional travel to other DCSA locations may be required
