Business Development SME – Federal Civillian Accounts | GoldenTech
Location: Remote with travel as needed

We are seeking experienced Business Development Subject Matter Experts (SMEs) with deep Federal Civilian account knowledge — including agencies such as DHS, DOE, HHS, DOJ, Treasury, GSA, DOT, USDA, or other CFO Act agencies — to support our capture and growth efforts on a part-time consulting basis.
About the Role
This is a flexible, part-time consulting engagement ideal for former federal agency employees, senior GovCon BD professionals, or retired government executives who want to leverage their civilian agency relationships and acquisition knowledge to support GoldenTech's growth — without the commitment of a full-time role.
You will serve as a trusted advisor and SME, providing agency-specific intelligence, customer engagement support, and capture strategy guidance across targeted Federal Civilian opportunities.
Key Responsibilities
Provide agency-specific market intelligence, customer insight, and relationship support for targeted Federal Civilian opportunities
Leverage existing agency relationships to support customer engagement, positioning, and competitive intelligence gathering
Advise on capture strategy, win themes, solution approaches, and teaming decisions for relevant pursuits
Support opportunity qualification, pipeline development, and go/no-go decisions within your area of expertise
Assist in identifying and shaping upcoming requirements, RFIs, and solicitations within your civilian agency account
Participate in capture reviews, strategy sessions, and proposal support activities as needed
Leverage GoldenTech's 8(a) status, Tribal, and ANC joint ventures to identify and pursue set-aside opportunities within civilian agencies
Provide subject matter expertise for proposal content, past performance narratives, and technical volumes as needed
Basic Qualifications
8+ years of experience in federal business development, capture management, or civilian agency program management
Deep knowledge of and existing relationships within one or more Federal Civilian agencies (DHS, DOE, HHS, DOJ, Treasury, GSA, DOT, USDA, or similar)
Strong understanding of federal procurement processes, including small business set-asides, 8(a), and IDIQ/Task Order vehicles
Familiarity with civilian agency IT modernization priorities, shared services initiatives, and key acquisition vehicles (e.g., Alliant 2, CIO-SP4, OASIS+, GSA Schedules)
Ability to provide actionable customer and competitive intelligence within your agency account
Strong communication and relationship management skills
Bachelor's degree or equivalent experience
Preferred Qualifications
Prior federal civilian agency employment or senior advisory role within a targeted account
Experience with OMB, FITARA, zero trust, or cloud modernization initiatives within civilian agencies
Familiarity with FedRAMP authorization processes and civilian IT compliance requirements
Experience supporting full lifecycle capture including solutioning, price-to-win, and teaming
Master's degree in Business, Public Administration, or related field
