Job Description



  • Serve as a Civilian Personnel Human Resource Advisor (HRA) and senior civilian personnel advisor for the US Army Network Enterprise Technology Command (NETCOM).
  • Provide personnel services for a fluctuating civilian workforce dispersed world-wide with some volatile sites and politically sensitive missions downrange.
  • Serve as the NETCOM HR Advisor on civilian personnel management for the Cyber Excepted Service (CES) personnel system.
  • Serve as a key advisor and special projects manager, working on major Human Resources (HR) projects and programs in any of the human resource management functional areas.
  • Serves as a senior HRM special project and program manager responsible for the management, control, coordination, and execution of projects and programs to support NETCOM business objectives and strategic planning efforts.
  • Provide expert advisory and consultative services to all management levels within the command and its field activities on specific and command-wide issues





  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Must be able to obtain and maintain a SECRET clearance, T3.
  • Position requires temporary duty CONUS and OCONUS up to 15% of the time.
  • This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.

To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by developing Human Resources policies, procedures, or guidance for recruitment, placement, or workforce development actions; researching personnel policies, practices, and actions to coordinate Human Resource initiatives or projects; advising senior leaders on potential courses of action to tackle complex personnel problems; and managing projects and programs to support organizational objectives.

  • Position may be filled as a temporary promotion, reassignment, or change to lower grade not to exceed 1 year by a current Army CES employee. Temporary promotions, reassignments, or change to lower grades may be extended up to a maximum of 5 years and may be made permanent without further competition.
  • Army CES employees who are not granted return rights by their losing organization, and other Federal employees who apply for a term appointment, will be appointed/converted into a Cyber Term appointment with no return rights back to a permanent position. Term positions in CES may be extended up to a maximum of five years. This position may be converted to permanent without further competition after completion of three years of continuous service in this position.
