Job Description



  • Responsible to the Chief, Revenue Cycle Management Branch for the management and oversight of all aspects of the UBO for the DHA.
  • Utilize in-depth knowledge of the Federal Laws pertaining to the programs, insurance industry guidelines, DoD, and DHA procedures and instructions to develop a training plan to ensure all DHA UBO personnel are current on the policies and procedures.
  • Develop and render authoritative interpretations of executive orders, OMB guidance within and across agency lines.
  • Ensure accuracy of reports regarding all programs of reimbursement; initiate specialized management reports to analyze the effectiveness of reimbursable programs; and develop and execute a process to reconcile reimbursable programs.
  • Prepare and implement DHA instructions regarding the DHA's Third Party Collection (TPC) program, Medical Affirmative Claims (MAC) Program, and Medical Services Account (MSA) Program.
  • Analyze and recommend costs and benefits of alternative methods of financial management of DHA's programs and administrative operations.





  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

Specialized Experience: One year of specialized experience which includes assisting with the management of reimbursement programs to include designing and planning, utilizing automated accounting systems, analyzing financial data and auditing accounts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
