Job Description



  • Serves as a senior program analyst for Business and Recreation Programs at the ID-WH Region FMWR Office providing subject matter expertise and recommendations to region and garrison leadership at echelon on FMWR business program performance.
  • Evaluates overall MWR NAF revenue-producing operations to identify problems and recommend effective and economical ways to solve problems, meet needs, and produce efficiencies. Recommends and develops future MWR programs and activities.
  • Analyzes policy issues and develops programs, policies, procedures and practices that promote economy, efficiency and effectiveness in MWR operations. Monitors implementation and compliance with established policies and programs.
  • Acts as a technical expert in a professional field; uses in-depth specialized knowledge and experience to develop new approaches to issues previously unresponsive to accepted methods.
  • Develops in-depth analysis and evaluates trends of garrison performance to support local requirements. Interprets on own initiative; completed work reviewed for feasibility, effectiveness and compatibility with other work.

A qualified candidate must possess the following:
  • Managerial or supervisory work experience of the caliber described above that demonstrates comprehensive analytical skills and acquired formal training in financial analysis and financial management systems.
  • The work experience must be equivalent in difficulty and complexity to the next lower grade level.
  • Must possess good oral communication and writing skills.
  • Strong organizational skills are required.
  • Must be able to manage multiple concurrent projects effectively and present ideas and proposals to a variety of audiences.
  • Knowledge of standard office software such as word processing, graphics presentation, spreadsheet and e-mail.
  • Preferred are those candidates that process 4 years experience in MWR operations and / or financial management programs that provided a general knowledge of overall MWR operations and operational experience in hospitality operations, financial analysis, and budget operations.
  • A Graduate degree in finance, accounting, or business is also preferred, however; adequate training and experience can be an acceptable substitute.
In addition to the above qualifications, candidates who possess the following qualifications will be considered "Highly Preferred" or "Best Qualified":
  • Possess at least 3 years of leadership experience in MWR Business Operations with demonstrated success in financial management, operational performance, and human capital management.
  • Possess experience overseeing operations such as bowling, golf, food and beverage, bingo, or other Category B and C Community Recreation programs.
  • Possess applicable training or certifications related to MWR Business Operations.
  • Possess experience managing multiple programs simultaneously within a large, complex MWR organization.

PCS Costs
  • Payment of Permanent Change of Station (PCS) costs may be authorized based on a determination that a PCS move is in the Government's interest.
  • In accordance with the Joint Travel Regulations, most individuals will be authorized movement of Household Goods, Temporary Storage, and Air, POV, or Rail Transportation to your new duty station. In addition, some individuals may also be authorized Temporary Quarters Subsistence Expenses (TQSE).
Allowances and Differentials
  • This job is part of a pay-banded system. Sunday premium pay for regularly scheduled employees and night differential pay may be authorized by the Garrison Commander.
  • Non-foreign overseas allowances, cost of living (COLA), and differentials will not be paid.
