Everforth ECS is seeking a Jira Administrator to work in Quantico, VA .
Are you ready to play a crucial role in supporting cutting-edge technology for federal law enforcement and scientific organizations? ECS is seeking a highly skilled and motivated Jira Administrator to help define and steer solutions and process improvements for our customers and teams.
The scope of this program is to enhance enterprise IT services and solutions for our FBI customer to provide best-in-class end-user support. We drive improvements in the operations, management, maintenance and integration of services across multiple networks, systems, and applications to enable and enhance mission operations for law enforcement capabilities.
The ideal candidate will be a fast learner, able to effectively engage resources and work across teams to decompose large, complex problems into workable solutions. An aptitude for learning and strategic planning, and the ability to effectively communicate at all levels of the organization, are a must.

Everforth ECS is seeking a Jira Administrator to work in Quantico, VA .

Responsibilities include but are not limited to:
- Administer and maintain Jira projects, workflows, issue types, fields, screens, permissions, boards, dashboards, filters, and automation rules.
- Ensure teams follow established Unit standards for Jira usage, backlog management, documentation, workflow execution, and data quality.
- Conduct routine reviews of Jira projects and backlogs to identify incomplete records, inconsistent practices, process gaps, and reporting deficiencies.
- Facilitate backlog refinement, prioritization, sprint planning, release planning, and other Agile planning activities.
- Work with product owners, program managers, and technical leads to ensure work items are clearly defined, appropriately prioritized, estimated, and ready for execution.
- Track and communicate decisions, commitments, action items, risks, dependencies, and blockers identified during planning and delivery meetings.
- Provide Jira training, onboarding, coaching, and ongoing user support for team members with varying levels of experience.
- Develop and maintain user guides, standard operating procedures, templates, training materials, and configuration documentation.
- Identify and implement opportunities to improve workflows, automate repetitive activities, reduce administrative burden, and strengthen program visibility.
- Gather user feedback, monitor adoption of standards and process changes, and provide continued guidance to improve Jira proficiency, team consistency, and delivery effectiveness.
Salary Range: $130,000-$150,000
Required Skills
- US citizenship with Top Secret clearance
- A minimum of eight years' managing application configurations
- Heavy experience within the Atlassian Suite including Jira Service Manager, Jira Software, and Confluence.
- Experience collaborating with customer representatives, program management, and quality managers to define and document requirements in small increments
- Experience decomposing features into user stories
- Experience writing Acceptance Criteria for user stories to define system functionality
- Demonstrated multi-tasking ability, problem solving skills, and a consistent record of on time delivery and customer service
- Excellent written and oral communication skills
- Demonstrated aptitude for working in a fast-paced, dynamic, matrixed work environment
- Ability to elicit and shape work requirements, as well as decompose complex challenges into actionable plans based on an understanding of higher-level objectives
- Excellent communication, collaboration, and relationship-building skills, including customer and employee engagement and the ability to translate complex technical concepts into plain English
- Experience supporting the US Department of Justice or scientific laboratories
- Ability to conduct solution demonstrations to the client in a large group setting
- Expertise effectively interacting with personnel involved in policy, technical, operational, and program management work
- Experience implementing corrective actions
- Management and planning capabilities
- Experience creating content for and supporting Program Management Review (PMR) sessions
