Position Overview
The Civil Affairs (CA) Specialist (Journeyman) provides research, analysis, planning, and program support for Special Operations Forces (SOF) Civil Affairs activities within Operations in the Information Environment (OIE). This role supports the development, integration, and assessment of Civil Affairs capabilities, programs, and force employment strategies across U.S. Special Operations Command (USSOCOM), Geographic Combatant Commands, Joint Staff, and other Department of Defense stakeholders.
The successful candidate will conduct operational and strategic analysis, support force development initiatives, and assist with the planning and execution of Civil Affairs programs that align with national defense and operational objectives.
Key Responsibilities
- Conduct research and analysis to support Civil Affairs programs and Operations in the Information Environment mission sets.
- Assist in the development, implementation, and assessment of Civil Affairs activities across USSOCOM and supported commands.
- Analyze force design, development, employment, and readiness of Civil Affairs forces in support of operational objectives.
- Support the integration of Civil Affairs capabilities across Doctrine, Organization, Training, Materiel, Leadership, Personnel, Facilities, and Policy (DOTMLPF-P) frameworks.
- Assist with validating and integrating Civil Affairs requirements into strategic planning, programming, and resourcing processes.
- Review operational concepts, policies, plans, and doctrine to ensure consistency with joint standards and interoperability requirements.
- Develop analytical products, including studies, reports, assessments, and recommendations for senior leaders and decision-makers.
- Maintain situational awareness and support information management of Civil Affairs programs, activities, and deployed forces.
- Evaluate program effectiveness and contribute to return-on-investment assessments for Civil Affairs initiatives.
- Coordinate and collaborate with Joint Special Operations Command (JSOC), Geographic Combatant Commands (GCCs), interagency partners, and operational units to support mission execution and capability integration.
- Apply independent judgment and analytical methodologies to solve complex operational and strategic challenges.

Required Qualifications:
- Active/Current: TS/SCI.
- 8 years with BS/BA, 6 years with MS/MA or 3 years with PhD.
- Experience supporting military, Special Operations, Civil Affairs, information operations, or related defense programs.
- Strong analytical, research, and written communication skills.
- Ability to work effectively with senior military leaders, joint organizations, and interagency partners.
Preferred Qualifications
- Experience supporting USSOCOM, Joint Staff, Geographic Combatant Commands, or other Special Operations organizations.
- Knowledge of DOTMLPF-P analysis and capability integration processes.
- Experience with strategic planning, force development, and capability assessment initiatives.
- Familiarity with Operations in the Information Environment (OIE) and Special Operations mission sets.
Target Salary Range: $104,000 - $166,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
