Job Description
- Monitoring manpower utilization, direct labor productive factor, leave utilization trends, direct and indirect ratios, overtime versus hiring, etc.
- Interprets fiscal policy and ensures fiscal compliance at LEMC with possible recommendation to higher command on resolution of conflicts in policy and application Enterprise wide.
- Analyzes and recommends disposition of assigned directorate and organizational requests for organization and manpower changes through Crane Army Ammunition Activity (CAAA).
- Reviews and recommends action on directorate and office chief requests for major organizational changes that fall within the Sales and Operations Planning forward looking approach.
- Provides guidance to Logistics Management Specialists regarding the establishment of 7600A Support Agreements and acts as the LEMC SME for topics related to 7600A's.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a SECRET clearance.
- Must be able to obtain and maintain Level 2 Financial Management Certification, in accordance with the National Defense Authorization Act (NDAA) is required within 2 years of appointment.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- Must be able to obtain and maintain the Ammunition Certification, in accordance with AMC-R 350-4, within 1 year of appointment.

GS-11
Specialized Experience: One year of specialized experience which includes 1) Assisting in determining manpower requirements for staffing, budgeting, and programming in support of the organizations mission; 2) Assisting with the preparation of and/or preparing manpower data and analysis for budget submissions; and 3) Gathering information regarding manpower management policies, procedures and regulations to provide to managers. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Education : Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
GS-12
Specialized Experience : One year of specialized experience which includes 1) Determining manpower requirements and developing manpower allocation and utilization strategies to accomplish manpower staffing, budgeting and program goals; 2) Preparing manpower data and analysis for budget submissions; 3) Administering manpower and financial programs; and 4) Researching and interpreting regulatory guidance to managers regarding manpower management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
For this job, at the GS-12 grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
