Job Description
- Develops agency-wide policies and procedures covering quality responsibilities for defense procurements.
- Evaluates field implementation of quality policies, standards, and performance metrics.
- Resolves complex and precedent-setting problems affecting quality mission accomplishment for district offices.
- Formulates strategies to ensure data integrity across enterprise automated systems and tools.
- Chairs boards, councils, and task groups as a quality assurance functional expert.
- Proposes modifications to federal acquisition regulations to improve overall quality operating procedures.
- Drafts official organizational responses to recommendations from external groups such as the IG or GAO.

To qualify for a Quality Assurance Specialist position your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
- Formulating broad quality assurance policies and procedures to guide contract administration and field operations.
- Evaluating the implementation and effectiveness of organizational quality assurance programs.
- Resolving highly complex, precedent-setting technical issues related to product quality assurance.
- Serving as a senior technical representative on high-level quality assurance advisory boards or working groups.
- Drafting official responses to technical findings from external investigative groups or congressional inquiries.
Substitution of education may not be used in lieu of specialized experience for this grade level.
