Job Description
CGI Federal has an exciting opportunity for Subject Matter/Functional Experts within our Intel sector advancing the national security mission through cutting edge technology. You must have a passion for keeping pace with rapidly evolving technology advancements and leveraging your knowledge on a highly collaborative team to deliver state-of-the-art capabilities.
The Subject Matter/Functional Expert you will act as the principal authority and trusted advisor in your specialized field. You will translate highly complex concepts into actionable business solutions, ensuring that operations, architectures, and strategies align perfectly with organizational goals.

This position is located in our Arlington office; however, a hybrid working model is acceptable.
Key Responsibilities (Senior Level)
Strategic Leadership & Consulting
• Develop and execute strategic initiatives from inception to conclusion, driving Continuous Service Improvements (CSI).
• Provide expert consultation to executive leadership, advising on long-range objectives, industry trends, and technology roadmaps.
• Act as the final escalation point for the resolution of exceptionally complex problems.
Complex Analysis & Execution
• Perform high-level functional analysis, research, and data modeling to solve critical organizational bottlenecks.
• Lead Root Cause Analysis (RCA) and Problem Management activities to mitigate risks and prevent future vulnerabilities.
• Author and oversee highly technical documentation, including standard operating procedures and engineering/implementation plans.
Governance & Mentorship
• Establish and enforce strict operational standards, policies, and best practices across the enterprise.
• Mentor, coach, and elevate junior staff, transferring critical domain knowledge to build a high-performing internal workforce.
• Oversee vendor relationships, contract performance, and external deliverables to ensure compliance and quality.
Key Responsibilities (SME Level)
• Core Competency: Complete mastery and understanding of a specific industry, technical, or functional domain.
• Primary Objective: To conceptualize, develop, and implement solutions for mission-critical or client-specific challenges that lack precedent or existing frameworks.
• Strategic & Conceptual Leadership: Spearhead the development of requirements, objectives, and high-level strategies from a project's inception to its conclusion.
• Complex Problem Resolution: Provide detailed analysis, scenario modeling, and comprehensive evaluation for exceptionally intricate, client-specific, or enterprise-wide challenges.
• Consultative Guidance: Act as the ultimate organizational resource, offering expert advice, technical guidance, and mentorship to program directors, executive leadership, and project staff.
• Industry Representation: Frequently recognized as an industry leader; sought out by peers and external stakeholders for bona fide expert knowledge.
All roles require an active TS/SCI with Poly
Senior Level/Exceptionally Complex:
• Education:
o High School Diploma/GED with 10 years of relevant experience,
o Associates Degree with 8 years of relevant experience,
o Bachelor's Degree with 6 years of relevant experience,
o or Masters Degree with 4 years of relevant experience,
o or PhD with 2 years of relevant experience
• Soft Skills: Exceptional executive-level communication, negotiation, and cross-functional leadership capabilities.
• Analytical Prowess: Proven track record of pioneering innovative solutions that significantly alter or improve major organizational missions and programs.
SME Level/Exceptionally Complex:
• Education:
o High School Diploma/GED with 12 years of relevant experience,
o Associates Degree with 10 years of relevant experience,
o Bachelor's Degree with 8 years of relevant experience,
o or Masters Degree with 6 years of relevant experience,
o or PhD with 4 years of relevant experience
• Mastery of KSAs: Demands comprehensive knowledge and complete subject mastery to solve unusual and highly complex work problems.
• Communication & Negotiation: Exceptional ability to synthesize and translate complex, highly technical concepts into actionable business language for diverse stakeholders.
• Strategic Thinking: Proven ability to navigate ambiguity, foresee industry trends, and influence organizational direction.

The determination of this range includes various factors not limited to skill set, level, experience, relevant training, and licensure and certifications. To support the ability to reward for merit-based performance, CGI typically does not hire individuals at or near the top of the range for their role. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $89,600.00 - $204,000.00.
