Job Description
CGI Federal has an exciting opportunity for a Deputy Program Managers within our Intel sector advancing the national security mission through cutting edge technology. You must have a passion for keeping pace with rapidly evolving technology advancements and leveraging your knowledge on a highly collaborative team to deliver state-of-the-art capabilities.
The Deputy Program Manager handles exceptionally complex, enterprise-level initiatives. You will serve as the primary strategic delegate for the Program Manager, orchestrating multi-million-dollar budgets, managing diverse stakeholder ecosystems, and mitigating critical technical, financial, and contractual risks.

This position is located in our Arlington office; however, a hybrid working model is acceptable.
Key Responsibilities (Senior Level)
Strategic Leadership & Governance
• Executive Representation: Act as the principal delegate for the Program Manager, assuming full operational and strategic authority in their absence.
• Enterprise Integration: Align program deliverables with broader organizational goals, key performance indicators (KPIs), and long-term business strategy.
• Stakeholder Management: Develop and maintain high-trust relationships with executive leadership, government agencies, subcontractors, and cross-functional teams.
Financial & Resource Oversight
• Budget Administration: Oversee complex, large-scale budgets. Manage burn rates, labor allocations, and Other Direct Costs (ODCs) across multiple task orders or sub-projects.
• Financial Forecasting: Conduct Earned Value Management (EVM), analyze cost variances, and identify underruns/overruns early to deploy corrective actions.
• Resource Management: Identify talent and skills gaps across the enterprise and collaborate with line management on strategic workforce planning.
Risk Mitigation & Compliance
• Complex Risk Management: Identify, assess, and mitigate systemic risks related to cost, schedule, technical performance, and supply chain dependencies.
• Contractual Compliance: Ensure all program activities, deliverables, and data management adhere to strict federal, commercial, or industry-specific regulatory standards.
• Quality Assurance: Establish and enforce Project Execution Plans, Quality Control Plans, and continuous improvement methodologies

All roles require an active TS/SCI with Poly
Senior Level:
• Education:
o High School Diploma/GED with 10 years of relevant experience,
o Associates Degree with 8 years of relevant experience,
o Bachelor's Degree with 6 years of relevant experience,
o or Masters Degree with 4 years of relevant experience,
o or PhD with 2 years of relevant experience
• Certifications: Project Management Professional (PMP) or Program Management Professional (PgMP) strongly preferred.
SME Level:
• Education:
o High School Diploma/GED with 12 years of relevant experience,
o Associates Degree with 10 years of relevant experience,
o Bachelor's Degree with 8 years of relevant experience,
o or Masters Degree with 6 years of relevant experience,
o or PhD with 4 years of relevant experience
• Certifications: Project Management Professional (PMP) or Program Management Professional (PgMP) strongly preferred.

The determination of this range includes various factors not limited to skill set, level, experience, relevant training, and licensure and certifications. To support the ability to reward for merit-based performance, CGI typically does not hire individuals at or near the top of the range for their role. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $89,600.00 - $204,000.00.
