Job Description
- Serve as the single point of contact for overall contract performance and maintain full accountability for scope, schedule, staffing, quality, risk, and deliverables.
- Lead SARSAT PMO support activities, including interagency and international coordination, integrated schedules, milestones, program plans, agreements, reporting, metrics, risk briefings, and stakeholder engagement.
- Supervise project personnel, assign responsibilities, resolve non-routine technical and managerial issues, and ensure timely completion of all assigned tasks.
- Maintain routine contact with the Government and respond to requests for discussion or resolution of technical issues within four hours during required business hours.
- Lead monthly progress meetings and submit accurate monthly status reports covering labor, cost, technical progress, schedule, travel, risks, and recommendations.
- Oversee development and maintenance of the project plan, business continuity plan, quality controls, action trackers, decision logs, and management dashboards.
- Facilitate senior-level preparedness policy, strategic planning, workshop, and stakeholder meetings as assigned.
- Ensure all work complies with applicable security, privacy, sensitive-information, records-management, and quality requirements.
- United States citizenship.
- Ability to speak, read, write, and understand English.
- Active Secret security clearance and ability to maintain required access throughout performance.
- At least 10 years of experience in emergency management or incident management, as required by the PWS. Candidates with more than 10 years of relevant experience align directly with the OASIS+ Senior definition.
- Current or prior recognized project management certification, consistent with the PWS certification expectation.
- Extensive experience in contingency planning, exercise design or exercise policy, federal policy support, emergency or incident response, and knowledge management.
- Demonstrated experience managing multidisciplinary teams, fixed-price delivery, recurring deliverables, Government stakeholders, and interagency coordination.
- Strong written communication, facilitation, executive briefing, risk management, and problem-solving skills.
- Proficiency with Microsoft Word, Excel, PowerPoint, Outlook, and Adobe Acrobat.
Required Certification
- Program Management Institute - Program Management Professional (PMI-PMP)
- Certified Emergency Management (CEM
- Prior U.S. Coast Guard, Department of Homeland Security, Department of Defense, National Aeronautics and Space Administration, National Oceanic and Atmospheric Administration, or space-program support experience.
- Experience supporting classified programs, satellite or search-and-rescue systems, international working groups, or security-sensitive program offices.
- Experience managing integrated master schedules, cost-benefit analyses, risk registers, technical libraries, and outreach activities.
