Position Overview

Spiral Solutions & Technologies, Inc. (SS&T) is seeking an On-Site Project Manager to support the United States Strategic Command (USSTRATCOM) Joint Exercises, Training, and Assessment Directorate (J7).

The On-Site Project Manager serves as the direct interface between contractor personnel and the USSTRATCOM/J7 Contracting Officer's Representative (COR) and shall be physically present at USSTRATCOM/J7. This position is responsible for managing contractor activities across the task order, overseeing personnel and task performance, coordinating project plans and travel, supporting in-processing and out-processing, and ensuring performance is conducted in accordance with established standards, schedules, and Government requirements.


Key Responsibilities

• Serve as the direct interface between contractor personnel and the USSTRATCOM/J7 Contracting Officer's Representative while physically present on-site at USSTRATCOM/J7.

• Manage the activities of contractor employees to ensure all contractor activity is performed in accordance with existing standards, policies, and established schedules.

• Provide task management support including development of a project plan, review of task order-related financial data, review of task milestones, and review of technical deliverables.

• Conduct contractor personnel in-processing and out-processing, coordinate contractor travel requirements, and provide overall task coordination.

• Determine core work times based on the level of effort specified in the task order and input from the COR concerning the Government's immediate needs.

• Adjust core work times as required when contractor personnel work beyond normal hours due to Government immediate needs, while remaining within the total level of effort for the applicable period of performance.

• Ensure that work performed during authorized remote situations is directly attributable to the task order.

• Support preparation and maintenance of phase-in transition planning to ensure personnel are trained, qualified, cleared, and ready for full performance start.

• Support development and execution of phase-out transition planning, including knowledge transfer, continuity of information and documents, project management processes, points of contact, schedules, milestones, and actions required of the Government.

• Coordinate with Government and contractor personnel to support continuity, transition, and coverage of on-site support across the task order.


Required Qualifications

• At least 5 years of demonstrated experience performing the activities identified in PWS 1.5.5 and 2.1.5.

• Experience serving as a project lead or manager for a 20+ FTE Government task order.

• Direct experience with USSTRATCOM organizations and administrative processes including in-processing, out-processing, and staffing and coordination processes.

• Experience serving as a liaison between company contract personnel, task order FTEs, Government CORs, and Government technical personnel.

• Experience developing project plans, providing task order financial data, coordinating contractor travel, and reviewing technical deliverables.

• U.S. citizenship required.

Preferred Qualifications

• Experience supporting campaign, contingency, or exercise assessments at the Combatant Command, Joint Staff, or service component level.

• Experience developing commander's estimates, mission analysis products, or senior-level assessment briefings.

• Experience working with strategic deterrence assessment frameworks, operations assessment processes, or campaign plan analysis.
