Position Summary
Harkcon, Inc. is seeking a Marine Environmental Response Exercise, Planning, and Program Analyst to support the U.S. Coast Guard Office of Marine Environmental Response Policy. The Analyst will provide hands-on support for Preparedness for Response Exercise Program activities, exercise planning and evaluation, preparedness analysis, after-action reporting, lessons learned, meetings, performance measurement, action tracking, and program reporting.
The successful candidate will combine emergency-management and exercise experience with strong analytical, writing, editing, and organizational skills. The Analyst will work closely with the MER Policy and Preparedness Lead and Harkcon’s Senior MER Subject Matter Expert and Technical Advisor to convert exercises, incidents, meetings, and program data into actionable findings and accurate, field-ready products.
Location: Ability to travel to USCG HQ weekly

Travel: Occasional travel may be required

Essential Duties and Responsibilities
Support Preparedness for Response Exercise Program planning, coordination, execution, evaluation, and documentation.
Develop or support exerciseobjectives, scenarios, evaluation criteria, controller and evaluator materials, participant materials, schedules, briefings, and other exercise products.
Coordinate exercise planning meetings, technical reviews, evaluation activities, and after-action sessions.
Collect, organize,validate, and analyze qualitative and quantitativeexerciseand preparedness data.
Measure performance against approvedobjectives, requirements, plans, policies, and evaluation criteria.
Identifytrends, recurring observations, capability gaps, effective practices, risks, and corrective actions.
Draft after-action reports, improvement plans, lessons-learned products, executive summaries, performance reports, and recommendations.
Track corrective actions, responsible parties, target dates, dependencies, status, and evidence of completion.
Support reviews of contingency plans andpreparednessproducts and document gaps, findings, comments, and recommended improvements.
Research marine environmental response authorities, policies, guidance, program requirements, and operational practices.
Support National Review Panel, National Response Team, policy-development, preparedness, planning, and stakeholder-coordination activities.
Plan and support meetings, workshops, workgroups, policy sessions, and other Government engagements.
Prepare agendas, read-aheads, presentations, meeting records, decision logs, action trackers, correspondence, and follow-up materials.
Maintain workstream schedules, calendars, task trackers, risk and issue logs, decision records, deliverable registers, and status dashboards.
Draft and edit recurring and ad hoc program reports, briefings, analytical products, and executive materials.
Coordinate document reviews,consolidatestakeholder comments,maintaincomment-resolution matrices, and verify that approved revisions are incorporated.
Apply document-control, version-control, file-naming, records-management, and Section 508 accessibility requirements.
Maintain products in Government-approved SharePoint or other authorized repositories.
Support the MER Policy and Preparedness Lead with workload planning, stakeholder coordination, quality reviews, and preparation of final deliverables.
Support urgent, planned, or emerging CG-MER requirements outside normal business hours when authorized.
Required Qualifications
Bachelor’s degree in emergency management, environmental science, public administration, homeland security, marine science, communications, program management, ora relateddiscipline. Relevant specialized experience may be considered in place of a degree ifpermittedby the assignedcontractlabor category.
At least five years of relevant experience in emergency management, exercise support, preparedness planning, marine environmental response, program analysis, or a closely related field.
Experience supportingthe planning, conduct, evaluation, or documentation of exercises.
Experience preparing after-action reports, improvement plans, lessons-learned products, performance analyses, or comparable analytical deliverables.
Experience collecting, organizing, and analyzing information from multiple sources and converting findings into clear recommendations.
Strongtechnical-writing, editing, meeting-support, and document-production skills.
Experience managing actions, schedules, risks, decisions, comments, and deliverables.
Ability to work effectively with technical specialists, Government personnel, operational stakeholders, and senior leaders.
Proficiencywith Microsoft Word, PowerPoint, Excel, Teams, and SharePoint or comparable platforms.
Working knowledge of Section 508 accessibility and Federal plain-language principles.
Strong organizational skills and ability to manage multiple concurrent assignments and deadlines.
U.S. citizenship.
Active Secret clearancerequiredat the time of assignment, or verifiableclearanceeligibility that can be activated before performance begins.
Ability to obtain andmaintainrequired Government suitability, system access, credentials, and badging.

Previous experience supporting CG-MER or another U.S. Coast Guard marine environmental response organization.
Previous experience supporting the U.S. Coast Guard, Department of Homeland Security, FEMA, or another Federal preparedness or response organization.
Experience supporting marine environmental response, oil-spill preparedness, hazardous-substance response, or environmental contingency planning.
Direct experience with the Preparedness for Response Exercise Program.
Knowledge of the Oil Pollution Act of 1990 and the National Contingency Plan.
Familiarity with Area Contingency Plans, Regional Contingency Plans, Facility Response Plans, Vessel Response Plans, or Geographic Response Strategies.
Knowledge of the Incident Command System, National Incident Management System, or Homeland Security Exercise and Evaluation Program.
Experience developing exercise metrics, evaluation tools, readiness assessments, dashboards, or performance reports.
Experience supporting Federal workgroups, National Response Team or Regional Response Team activities, ormultiagencymeetings.
Experience with formal comment adjudication, document configuration control, and publication processes.
