Position Summary
Harkcon, Inc. is seeking an experienced Marine Environmental Response Policy and Preparedness Lead to provide full-time support to the U.S. Coast Guard Office of Marine Environmental Response Policy (CG-MER). The Lead will direct daily execution of the CG-MER workstream and develop, analyze, coordinate, and improve marine environmental response policies, doctrine, contingency plans, preparedness programs, and field-facing products.
The successful candidate will understand the Federal marine environmental response system and be able to translate statutes, regulations, Coast Guard requirements, operational experience, exercise findings, and stakeholder input into technically sound and executable products. This is a hands-on leadership position requiring marine environmental response expertise, policy-development experience, strong technical writing, and disciplined program execution.
The Lead will receive senior technical guidance and mentoring from Harkcon’s Senior Marine Environmental Response Subject Matter Expert and Technical Advisor. The Lead, however, will retain responsibility for routine daily execution, coordination, and deliverable completion.
Location: Ability to travel to USCG HQ weekly

Essential Duties and Responsibilities
Direct daily execution of assigned CG-MER policy, preparedness, planning, and program-support requirements.
Develop, review, revise, and coordinate marine environmental response policies, doctrine, instructions, procedures, preparedness guidance, and tactics, techniques, and procedures.
Research and apply the Oil Pollution Act of 1990, the National Oil and Hazardous Substances Pollution Contingency Plan, Coast Guard directives, and other applicable Federal authorities and guidance.
Review Area Contingency Plans, Regional Contingency Plans, Vessel Response Plans, Facility Response Plans, Geographic Response Strategies, and associated preparedness products.
Conduct structured response-plan gap analyses and develop practical, technically defensible recommendations.
Support National Review Panel activities, including review of Federal On-Scene Coordinator reports, identification of recurring issues, and development of policy, planning, and program recommendations.
Support National Response Team committees, workgroups, initiatives, meetings, exercises, and associated products.
Lead or support policy-development sessions, planning initiatives, technical reviews, workshops, and stakeholder engagements.
Coordinate with Coast Guard Headquarters and field organizations and with Federal, state, Tribal, territorial, local, industry, and nongovernmental stakeholders.
Integrate incident experience, exercise findings, after-action reports, lessons learned, and stakeholder feedback into policy and preparedness improvements.
Prepare and review decision memoranda, issue papers, reports, briefing materials, policy packages, meeting products, recommendations, and executive presentations.
Provide technical direction and quality review for products developed by the MER Exercise, Planning, and Program Analyst.
Coordinate senior policy and technical reviews with Harkcon’s MER Subject Matter Expert and Technical Advisor.
Reconcile Government and stakeholder comments and maintain traceability from source requirements through final approved products.
Maintain visibility into workstream schedules, actions, risks, decisions, dependencies, deliverables, and Government review status.
Ensure deliverables are technically accurate, clearly written, properly formatted, accessible, and ready for Government review or publication.
Support urgent, planned, or emerging CG-MER requirements outside normal business hours when authorized.
Required Qualifications
Bachelor’s degree in environmental science, emergency management, marine science, public policy, public administration, homeland security, ora related discipline. Relevant specialized experience may be considered in place of a degree if permitted by the assigned contract labor category.
At least seven years of relevant experience in marine environmental response, oil or hazardous-substance preparedness, environmental-response policy, contingency planning, or a closely related field.
Demonstrated knowledge of the Oil Pollution Act of 1990 and the National Contingency Plan.
Experience developing, reviewing, or implementing marine environmental response policy, doctrine, contingency plans, preparedness programs, or operational guidance.
Experience assessing plans, identifying gaps, and converting findings into actionable recommendations.
Experience coordinating multidisciplinary stakeholders and facilitating technically complex discussions.
Demonstrated ability to prepare high-quality policy, analytical, technical, and executive-level products.
Strong project leadership, technical writing, research, analytical, facilitation, and briefing skills.
Ability to manage multiple concurrent assignments, reviewers, deadlines, and Government priorities.
Proficiency with Microsoft Word, PowerPoint, Excel, Teams, and SharePoint or comparable platforms.
U.S. citizenship.
Active Secret clearance required at the time of assignment, or verifiable clearance eligibility that can be activated before performance begins.
Ability to obtain and maintain required Government suitability, system access, credentials, and badging.

Previous experience supporting CG-MER or another U.S. Coast Guard marine environmental response organization.
Experience supporting the National Review Panel, National Response Team, a Regional Response Team, an Area Committee, or the National Strike Force.
Experience reviewing Area or Regional Contingency Plans, Facility or Vessel Response Plans, or Geographic Response Strategies.
Experience supporting Preparedness for Response Exercise Program activities.
Experience reviewing Federal On-Scene Coordinator reports or other incident and response documentation.
Operational oil-spill, hazardous-substance, or incident-management experience.
Knowledge of COMDTINST 16000.14B or successor Coast Guard marine environmental response policy.
Familiarity with the Incident Command System, National Incident Management System, and Homeland Security Exercise and Evaluation Program.
Relevant Coast Guard, FEMA, environmental-response, exercise, or Incident Command System qualifications.
Master’s degree in a relevant discipline.
