As the Senior Test & Evaluation Support Analyst (Part-Time), you will be on Serco's Amphibious Ship Section team where you will evaluate and manage the delivery of new amphibious ships to the fleet led by a Program Manager and Deputy Program Manager, each having decades of experience working in the DoD and Shipbuilding Industry. You will assume a critical role in overseeing and managing PMS 377 Test and Evaluation testing operations.

Our Naval Acquisition and Sustainment Operation provide critical services to nearly all U.S. Navy amphibious ships and craft. Serco supports the U.S. Navy as a prime contractor providing amphibious warfare and expeditionary professional support services. You will work closely with Government and industry professionals as well as shipbuilders and other support personnel. In this role, you will:

  • Oversee budgetary tasks, ensuring compliance with contractual controls and processes.
  • Collaborate closely with the Government Test and Evaluation Principal Assistant Program Manager (PAPM) and team members to provide T&E support integral to the acquisition program's title 10 requirements.
  • Provide oversight of the development and execution of the LHA/LPD Business.
  • Plan to include development of POM Issues.
  • Test US Marine Corp systems and develop integration plans.
  • Assist in the development of Post Delivery Schedules and Contractor support. plans for new construction LPDs and LHAs.
  • Assist in the development of LPD/LHA Cyber Strategies for USMC C4I systems.
  • Provide oversight of TEMP testing resource management.
  • Identify risks and propose solutions.
  • Cultivate positive relationships with internal and external stakeholders including Naval Sea Systems Command (NAVSEA), Supervisor of Shipbuilding (SUPSHIP) Gulf Coast, and other stakeholders by offering support and contributing to satisfying current and future Navy and Marine Corps needs for all current and any future Programs/Platforms under the cognizance of the supported Navy Program Executive Office (PEO) Ships' Amphibious Warfare Program Office (PMS 377).

To be successful in this role, you will have:

  • An active or current DoD Secret clearance.
  • US Citizenship.
  • Bachelor's degree from an accredited college or university.
  • 15 years of relevant experience with U.S. Navy or U.S. Coast Guard program management, Government technical management, or Industry business management is required with significant years of relevant T&E experience.
  • 15 years of relevant program office experience with U.S. Navy or U.S. Coast Guard ship construction, ship repair, or ship maintenance.
    • Relevant experience is professional experience of essentially the same scope and complexity as that described in the "Position Description", above, to include research, design, develop, test, or supervise the manufacturing and installation of HM&E equipment, components, or systems.
  • Ability to provide technical analyses and services for ship design, naval architecture, marine engineering, and integrated systems engineering for Hull, Mechanical and Electrical (HM&E) systems issues including Aviation IPTs and certifications.
  • Ability to provide technical analyses and services for Combat/C4I /Aviation Systems integration including evaluating and advising the Government of risk areas, risk mitigation opportunities, and opportunities for commonality. Provide assistance for the risk reduction of network and software integration.
  • An understanding of Ingalls' shipbuilding processes (design, production, test, and trials) is required.
  • Ability to use independent judgement or discretion in task accomplishment without crossing over to performance of inherently governmental functions (see FAR 7.503).
  • Ability to operate personal computers and have good knowledge and operational abilities with Microsoft Office tools.
  • Ability to support activities in a shipyard or naval facility.
    • Some work will occur within an industrial field office, outdoors and/or aboard ship while the ship is undergoing construction, alteration, activation, overhaul, repair, and/or underway trials. Walking and climbing throughout the ship, to accomplish ship checks, validations, or loadouts, will be required. Exposure to high noise levels, uncomfortable temperatures, heights, or other industrial safety conditions will require use of personal protective clothing and equipment.
  • A combination of strong business acumen and the ability to build strong partnerships with business leaders, functional leaders, and shipbuilding professionals.


Additional desired experience and skills:

  • Strong background in the transformation of services to government which includes the design and delivery of managed services, solutions and/or business process outsourcing as well as proven success in developing new business within Marine Corp integration.
  • Unique combination of extensive program management and subject matter expertise in Test and Evaluation.
  • Previous USMC officer with aviation or cargo experience or previous USN Officer with sufficient experience in amphibious operations
  • Relevant amphibious warship ship and/or landing craft acquisition experience within a PEO Ships program office is ideal and will be given preference over others.
  • Configuration control experience.
  • Familiarity with Supervisor of Shipbuilding, Conversion, and Repair, USN, Gulf Coast (SSGC) operations and staff is highly desirable.
  • Project Management Professional (PMP), Certified Associate in Project Management (CAPM), PMI Risk Management Professional (PMI-RMP), PMI Scheduling Professional (PMI-SP), or PMI Professional in Business Analysis (PMI-PBA) certification.
  • Defense Acquisition Workforce Improvement Act of 1990 (DAWIA) certification.
  • Experience working within DoD/Navy ACAT I Programs.
