Description:
The National Space Intelligence Center (NSIC) is seeking a visionary, action-oriented Supervisory MILCON Project Delivery Team Lead (Program Analyst) to spearhead our construction operations and lead the design, construction, and outfitting of a new, state-of-the-art Space Force Intelligence Facility (SFIF). This high-stakes, mission-critical role transcends standard commercial development, requiring a strategic leader capable of navigating the multi-faceted complexities of military construction. You will be challenged daily to manage statutory funding lines, synchronize critical project milestones with the Department of War budget cycle, and enforce rigorous physical security standards to achieve ICD 705 SCIF and SAPF compliance. Serving as the essential linchpin between mission owners, the US Army Corps of Engineers (USACE), base leadership, and intelligence security accreditors, your ability to masterfully balance operational requirements against rigid timelines and engineering realities will directly secure the future operational capabilities of the USSF.
The ideal candidate is a professional with extensive program management experience within the Department of War Military Construction (MILCON) process, possessing a deep understanding of the Planning, Programming, Budgeting, and Execution (PPBE) system and the statutory requirements tied to defense construction funding. Crucially, they must bring specialized expertise in constructing highly secure facilities, with proven success ensuring strict adherence to ICD 705 SCIF/SAPF standards, TEMPEST regulations, and Anti-Terrorism/Force Protection (AT/FP) criteria from early design through final security accreditation. As a masterful stakeholder manager, this individual will expertly orchestrate efforts across a complex network of entities-including construction agents like USACE or NAVFAC, Base Civil Engineering, security accreditors (SSMs/CTTAs), contracting officers, and mission end-users. Additionally, they will serve as an exceptional direct supervisor, providing full administrative and technical leadership to a multi-disciplinary Project Delivery Team (PDT) of senior engineers, IT/cyber specialists, and program analysts, driving professional development and fostering a collaborative environment to translate complex mission requirements into actionable construction deliverables.

- Must be able to obtain and maintain a Top-Secret security clearance with SCI access.
- Position is designated special-sensitive and requires eligibility for access to SCI, other intelligence-related Special Sensitive information, or involvement in Top Secret SAP to fully perform the duties and responsibilities of the position.
- A non-disclosure agreement must be signed.
- This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
- Position may include additional program security requirements to fully perform the duties and responsibilities of the position. If so, incumbent must be willing to submit to a Counterintelligence Polygraph.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Employee may be required to work extended or other than normal duty hours to include evenings and weekends and may be subject to recall.
- Subject to Temporary Duty Assignment (TDY).
