Job Description
As a RECORDS & INFO MANAGEMENT SPECIALIST (KNOWLEDGE MANAGEMENT) (GS-0308-11), you will implement and administer the Knowledge Management Program within the Wing tenants and Geographically Separated Units (GSUs), if assigned, network and manual operating environments. This includes the management, organization, direction, control, and customer education of all actions associated with the collection, creation, use, and dissemination of official information, and related records to include Wing, tenants and GSUs if assigned.

- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

- Individual must possess a secret clearance and may be required to obtain a top secret clearance with eligibility to access sensitive compartmented information (TS-SCI) within one year of appointment.

SPECIALIZED EXPERIENCE : One year at the next lower grade level. Experience applying enterprise processes and technologies to capture, store, organize, share, and control tacit and explicit knowledge; implementing Continuous Process Improvement techniques to improve mission and business processes; using various software to enhance access to relevant cross-functional information; promoting Wing's use of knowledge management and information sharing practices; possess a thorough understanding of Air organizations, missions, and procedures, and recommends appropriate technologies to support current policies and practices and advise on opportunities presented by emerging technologies; Managing the Records Management (RM) and Records Life Cycle Program; Enforcing statutory records management requirements, to include training, policies, and technologies. Experience identifying, organizing, protecting, sharing, archiving, and disposing of official government records through automated management systems; possess knowledge of the organization's core business/mission processes and procedures. Identifying and assisting in establishing roles and responsibilities for supporting a knowledge management environment; builds knowledge working groups/teams. Administers user access controls, electronic records structure, permissions, storage, password controls and procedures using applicable security policies and regulations.
Ph.D. or equivalent doctoral degree
3 full years of progressively higher level graduate education leading to such a degree
Graduate Education: Education at the graduate level (above a Bachelor's Degree) in an accredited college or university.

Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond a four year degree in a related field.

This position is an indefinite appointment that may be made permanent later without competition. Employees hired under indefinite appointments may not exceed 5 years (consecutive) time with the agency. The applicant selected may be released at any time subject to a 30-day notice and advised of his/her rights and benefits to which entitled. If a permanent employee accepts this indefinite position, their tenure will change from permanent to indefinite.
ADDITIONAL CONDITIONS OF EMPLOYMENT:
Must be certified IAW DoD 8570.01-M, Federal Information Security Management Act of 2002, Clinger Cohen Act of 1996 and obtain Special Experience Identifier (SEI) 264, IAW current AF directives. Information Assurance - Technical Level II (IAT II), IAW current AF directives.
Conducts travel to and from offsite worksite(s) from the normal work area to perform assigned duties. This may include Operating Locations (OL) and/or Geographically Separated Units (GSU). Due to distances involved, travel may involve one or more overnight stays.
