Job Description



  • Support Marine Environmental Response policy, doctrine, instructions, tactics, techniques, procedures, reports, and planning products.
  • Collect, organize, review, and analyze Area Contingency Plans, Regional Contingency Plans, Facility Response Plans, Vessel Response Plans, exercise products, and related data.
  • Support the Integrated Preparedness Plan, annual workshop, exercise submissions, schedules, calendars, coordinator meetings, and action tracking.
  • Review After Action Reports, Contingency Preparedness System entries, Remedial Action Management Program data, and requests for exercise credit.
  • Develop quarterly, annual, contingency-specific, and time-sensitive lessons-learned products, Collection Plans, analyses, and corrective-action recommendations.
  • Support exercise planning, scenario development, meeting facilitation, evaluation, after-action reporting, and improvement planning.
  • Maintain SharePoint collaboration communities, Coast Guard Portal pages, digital content, technical libraries, and recurring webinar materials.
  • Develop readiness measures, metrics, trend analyses, dashboards, briefing materials, training products, and Emergency Management Summit support materials.
  • Coordinate meetings, agendas, participants, audiovisual support, minutes, decisions, action items, and follow-up activities.




  • United States citizenship.
  • Ability to speak, read, write, and understand English.
  • Ability to satisfy applicable Department of Homeland Security suitability, access, and security requirements for the assigned work.
  • Up to three years of relevant experience in emergency management, preparedness, exercises, policy support, data analysis, or related federal mission-support work, consistent with the OASIS+ Junior level.
  • Practical experience or training supporting emergency management, preparedness, exercises, policy, after-action analysis, readiness, or federal program operations.
  • Strong research, analytical, technical writing, editing, meeting support, and stakeholder-coordination skills.
  • Experience organizing and analyzing qualitative and quantitative data and translating findings into clear reports, recommendations, and briefings.
  • Proficiency with Microsoft Word, Excel, PowerPoint, Outlook, Adobe Acrobat, and SharePoint.
  • Ability to manage concurrent assignments, recurring deadlines, and changing Government priorities.




  • Experience with the Homeland Security Exercise and Evaluation Program, After Action Reports, improvement planning, or lessons-learned programs.
  • Experience with Marine Environmental Response, oil-spill preparedness, the National Response Team, the Preparedness for Response Exercise Program, or contingency planning.
  • Experience with Contingency Preparedness System or Remedial Action Management Program data.
  • Experience developing Section 508-compliant electronic documents, webinars, collaboration sites, dashboards, or readiness metrics.
  • Prior U.S. Coast Guard or Department of Homeland Security experience.
