Noblis is positioned to provide technology and operational solutions to senior decision makers in the Department of Homeland Security (DHS) in the Science and Technology (S&T) Directorate. The DHS S&T Directorate is the primary research and development arm of DHS and manages science and technology research, from development through transition, for the Department's operational components and first responders. Established by Congress to provide innovative solutions to the nation's homeland security challenges, S&T is the core source of scientific and engineering expertise for DHS and is uniquely postured to enhance our nation's security and resilience by providing knowledge products and innovative technology solutions for the Homeland Security Enterprise (HSE).

The Strategic Engagement Portfolio Manager will provide expert-level strategy, planning, and operations support to a front office organization within the Department of Homeland Security's (DHS) Science & Technology Directorate (S&T). This organization is responsible for planning and executing senior-level and strategic engagements across industry, interagency, international, Congressional, and intelligence community partners across all homeland security science and technology mission areas.

This position will manage and centrally integrate S&T's strategic initiatives, ensuring they are planned, governed, and executed in a consistent, enterprise-wide manner. This role drives coherence by synchronizing cross-functional products and expertise from S&T, DHS, and the broader federal enterprise, and partnering with S&T's data and analytics staff to meet Departmental and congressionally mandated reporting requirements. This position ensures timely delivery of high-quality, unified analytic products, governance artifacts, and engagement materials consistently aligned with S&T's strategic priorities and operational needs.

The successful candidate will be self-motivated, operate well in a matrixed environment, effectively manage competing priorities, and be comfortable developing and providing recommendations to further S&T strategic priorities to senior leadership. This individual must be proactive in proposing new initiatives, developing strategy to bring ideas to life, and personally owning execution from concept through delivery.

This position provides informal leadership and task-level oversight of a small team, including reviewing work products for quality and consistency, coordinating task assignments, and mentoring junior staff.

This is currently a hybrid position with a blend of on-site and remote work, requiring staff to be on-site at the DHS S&T client site in Washington D.C. as needed. Applicants must be able to regularly commute to Washington D.C.

Responsibilities include, but are not limited to:
  • Managing S&T's strategic initiatives portfolio across all lines of effort - tracking initiative status, assessing progress against milestones, identifying risks and dependencies, and ensuring all activities are executed according to plan and aligned with S&T strategic priorities.
  • Serving as the central integrator for strategic engagement planning - synchronizing priorities, timelines, and deliverables across industry, interagency, international, Congressional, and intelligence community functions to ensure enterprise-wide coherence.
  • Conducting cross-functional analysis of S&T engagement activities to identify duplication, synergies, and strategic opportunities across efforts, and developing integrated recommendations that inform leadership decision-making on engagement strategy and portfolio governance.
  • Leading the development and institutionalization of policies, processes, and frameworks for structured engagements to accelerate technology solutions across S&T's mission areas.
  • Evaluating engagement governance frameworks and operational processes, periodically assessing against performance metrics, identifying inefficiencies, and developing improvement recommendations based on outcome data and stakeholder feedback.
  • Analyzing engagement portfolio performance and governance effectiveness - assessing stakeholder coverage, evaluating ROI of engagement activities, and developing data-driven recommendations for resource allocation and strategic prioritization.
  • Providing technical oversight and quality assurance of all SEO deliverables - ensuring timely delivery of unified analytic products, governance artifacts, and engagement materials that meet organizational standards and align to objectives.
  • Drafting and coordinating executive-level communication materials including presentations, memos, point papers, and briefings for senior leadership and external stakeholders.
  • Representing S&T at interagency coordination meetings and working-level engagements as directed by senior leadership.
  • Building and maintaining collaborative relationships among DHS and stakeholder communities.
  • Tracking and reporting on engagement outcomes, identifying trends, and recommending adjustments to engagement strategy based on data-driven insights.

Required Qualifications

  • Advanced Degree with 5+ years of related experience or 10+ years of related experience.
  • Eligibility to obtain a Top Secret Clearance and DHS Suitability determination.
  • Strong written and verbal communication skills, with the ability to clearly articulate complex information to technical and nontechnical audiences.
  • Excellent interpersonal and relationship-building skills with the ability to work effectively with a diverse range of stakeholders, both domestic and international.
  • Experience providing strategic guidance and advisory support to senior government leaders.
  • Experience providing informal leadership or task-level oversight of small teams, including reviewing work products for quality and consistency.
  • Candidates must have a Top Secret Clearance, with ability to attain a TS / SCI

Desired Qualifications

  • Experience providing program oversight of multi-workstream portfolios, including tracking milestones, managing dependencies, and reporting on initiative health to senior leadership.
  • Demonstrated experience serving as an integrator or coordinator across multiple concurrent lines of effort serving DHS, DoD or other national security organizations.
  • Understanding of diverse stakeholder priorities, including industry, interagency, international, or Congressional engagement, and the ability to align these stakeholders around common strategic objectives
  • Experience developing and institutionalizing policies, processes, or frameworks for structured engagement programs.
  • Demonstrated ability to analyze communications processes and improve their efficiency, inclusive of automating routine and repetitive tasks.
  • Demonstrated ability to work independently and at pace with senior executives, rapidly translating strategic direction into delivered data products.
  • Experience providing informal leadership or task-level oversight of small teams, including reviewing work products for quality and consistency.
  • Demonstrated ability to independently develop and execute project plans with minimal oversight. Experience with project tracking, collaboration, and work management tools such as Excel, SharePoint, Power BI, and MS Teams is preferred.
  • Experience providing strategic guidance and advisory support to senior government leaders.
  • Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments and processes.
  • Project Management Professional certification or equivalent certificate.
  • Active Top Secret clearance (SCI preferred) and current DHS Suitability are strongly preferred.

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis' total compensation package for employees.
