Senior Project Manager/BPA Manager – FEMA Grant Programmatic, Administration, and Technical Services (GPATS)
Location: Remote

**Position based on contract award

The Senior Project Manager / BPA Manager is responsible for the overall management, administration, and successful execution of the FEMA Grant Programmatic, Administration, and Technical Services (GPATS) Blanket Purchase Agreement (BPA). This position provides strategic leadership and oversight for program operations, ensuring all work is delivered in accordance with FEMA requirements, contractual obligations, federal regulations, and performance standards. The BPA Manager serves as the primary point of contact between the contractor and FEMA, overseeing project teams, resource allocation, quality assurance, and customer satisfaction.

Key Responsibilities
• Provide overall leadership and management of the FEMA GPATS BPA and all associated task orders.
• Serve as the primary liaison between FEMA, contracting officials, program leadership, subcontractors, and internal stakeholders.
• Direct the planning, execution, monitoring, and closeout of multiple projects supporting FEMA grant programs.
• Ensure compliance with Federal Acquisition Regulation (FAR), FEMA policies, contract requirements, and applicable federal guidelines.
• Manage project scope, schedules, budgets, staffing, deliverables, and risk mitigation strategies.
• Oversee program performance, ensuring quality, timeliness, and achievement of contractual service level requirements.
• Develop and maintain integrated project management plans, performance metrics, and executive-level reports.
• Coordinate multidisciplinary teams supporting grant planning, implementation, administration, technical assistance, and program management.
• Monitor contract performance and implement continuous process improvement initiatives.
• Identify project risks and develop mitigation strategies to minimize operational impacts.
• Support business development activities, contract modifications, task order management, and program growth opportunities.
• Ensure proper documentation, records management, and reporting in accordance with FEMA and federal requirements.
• Facilitate regular meetings with FEMA leadership and provide status briefings on program performance and project milestones.

Requirements:

• Must be a US citizen with the ability to obtain and maintain any required federal background investigation or security clearance.
• Must be eligible to work on U.S. Government contracts and comply with all applicable federal regulations and security requirements.
• Bachelor's degree from an accredited college or university.
• Minimum of 10 years of project or program management experience supporting complex federal programs.
• Demonstrated experience managing large, multi-disciplinary teams and multiple concurrent projects.
• Strong knowledge of federal project management principles, contract administration, and program oversight.
• Excellent organizational, analytical, leadership, and communication skills.
• Experience preparing executive reports, presentations, and performance metrics.
• Proficiency with Microsoft Office Suite and project management software.

Preferred Qualifications

• Experience supporting FEMA grant program planning, implementation, and administration.
• Experience managing Blanket Purchase Agreements (BPAs) and multiple task orders.
• Knowledge of FEMA grant programs, including preparedness, mitigation, response, and recovery initiatives.
• Experience working within the Department of Homeland Security (DHS) or other federal civilian agencies.
• Project Management Professional (PMP) certification or equivalent project management credential.
• Familiarity with Federal Acquisition Regulation (FAR), grants management principles, and federal financial management practices.
