Job Description

Location: Naval Support Facility Diego Garcia, British Indian Ocean Territory
Contract Type: Federal government contract support
Period of Performance: August 15, 2026–August 14, 2027, with up to two additional one-year option periods
Travel: Travel between the United States and Diego Garcia may be required, estimated at no more than five trips per year
Work Arrangement: Primarily onsite, with limited remote work only when approved by the Government
Position Summary
The ICS/SCADA & Facility-Related Control Systems Specialist will provide technical, engineering, maintenance, troubleshooting, documentation, and construction-management support for Industrial Control Systems, Supervisory Control and Data Acquisition systems, and other Facility-Related Control Systems at Naval Support Facility Diego Garcia.
The specialist will work alongside the NAVFAC Public Works Department, Production Division, Command Information Office, plant operators, government representatives, and supporting contractors to improve the reliability, cybersecurity, operation, maintenance, and modernization of electrical generation and utility-control systems.
The primary focus will be the installation, operation, maintenance, troubleshooting, documentation, and upgrade of systems supporting electrical power generation and distribution. The position may also support compressed gases, wastewater, steam, potable water, building control systems, switchgear controls, telecommunications infrastructure, and related facility systems.
Essential Duties and Responsibilities
ICS/SCADA System Support
• Support the operation and maintenance of ICS/SCADA systems used for electrical generation, electrical distribution, utilities, and facility-related controls.
• Troubleshoot hardware, software, network, communication, and control-system issues affecting power generation and facility operations.
• Diagnose problems involving:
o Programmable Logic Controllers
o Human-Machine Interfaces
o SCADA servers and workstations
o Control relays
o Variable-frequency drives
o Electrical switchgear controls
o Engines and generators
o Sensors and instrumentation
o Telecommunications and network infrastructure
o Operational Technology and Information Technology components
• Serve as the next level of technical support for plant personnel investigating system failures, operational deficiencies, and root-cause issues.
• Review system data and recommend corrective actions needed to restore reliable operation.
• Program or configure HMIs, PLCs, relays, and related components when authorized.
• Maintain the interior and exterior cleanliness of SCADA, switchgear-control, and supporting equipment.
Electrical Power and Utility-System Support
• Support electrical power-generation installation, operation, upgrade, troubleshooting, and maintenance activities.
• Evaluate the operation and maintenance of electrical utility systems, including plants, generators, distribution systems, and associated control equipment.
• Provide technical recommendations concerning system reliability, power production, maintenance requirements, and operational improvements.
• Assist with the evaluation of utility-system conditions before, during, and after proposed upgrades.
• Identify deficiencies that could affect the reliability or safety of power generation and distribution.
Facility-Related Control Systems Upgrades
• Plan and support upgrades to existing Facility-Related Control Systems and Building Control Systems.
• Support replacement and modernization of end-of-life switchgear controls throughout Diego Garcia.
• Review proposed system-upgrade approaches and prepare Courses of Action for Government evaluation.
• Develop upgrade plans that may include:
o System architecture
o Configuration requirements
o Hardware and software inventories
o Required materials
o Implementation procedures
o Cost estimates
o Vendor or equipment quotations
• Coordinate with the NAVFAC Far East Command Information Office and other Public Works contractors to ensure proposed upgrades comply with Navy cybersecurity requirements.
• Support the preparation of electrical as-built documentation for newly installed systems.
• Review project design and installation plans to identify potential integration problems involving existing electrical, SCADA, network, telecommunications, and control systems.
• Participate in design-review meetings and recommend modifications that reduce operational, cybersecurity, construction, and system-integration risks.
Technical Documentation and Configuration Management
• Review and update existing utility, ICS/SCADA, electrical, IT, OT, and facility-control documentation.
• Research discrepancies and recommend revisions to ensure records are complete, correct, and consistent with installed conditions.
• Create, revise, and maintain documents depicting:
o System architecture
o Electrical and control-system layouts
o Network connections
o IT and OT components
o Sensors and instrumentation
o Variable-frequency drives
o PLCs, HMIs, relays, and switchgear controls
• Develop and maintain detailed inventories of:
o Hardware
o Software
o Software licenses
o Firmware
o Control-system components
o Manufacturer product data
o Configuration files
o Project files
• Prepare initial and updated backups of system software, programming, licenses, configuration files, and other critical digital assets.
• Store approved backups in Government-authorized data archives or Government-owned removable media.
• Maintain configuration records necessary to recover systems to a known-good operating condition.
• Prepare electrical as-built records following installation or system modification.
Deficiency Tracking and Corrective Actions
• Create and maintain a log of known system deficiencies, operational issues, and configuration concerns.
• Document the Course of Action used to address each issue.
• Record newly discovered discrepancies during troubleshooting, inspections, testing, and maintenance.
• Identify alternative corrective approaches and present them to the Government for review.
• Recommend solutions that increase system reliability, electrical production, maintainability, safety, and operational performance.
• Track corrective actions through resolution and update the applicable technical documentation.
Procedures, Training, and Knowledge Transfer
• Develop, revise, and maintain utility handbooks, operating instructions, and casualty-response playbooks.
• Prepare Standard Operating Procedures for newly installed or upgraded systems.
• Develop instructions for electrical-utility emergencies, equipment failures, degraded operations, and system recovery.
• Provide technical training to plant operators, Public Works personnel, tenant commands, and other authorized personnel.
• Deliver training on:
o System access
o SCADA operation
o HMI and PLC functions
o Programming and configuration
o Troubleshooting
o Backup and recovery
o Newly installed control systems
• Transfer technical knowledge to Government personnel to support long-term operation and maintenance.
• Provide the documentation, software, equipment, and technical information necessary for common system access and troubleshooting.
Government and Stakeholder Coordination
• Work directly with the NAVFAC Public Works Department, Production Division, Command Information Office, plant personnel, and other Government representatives.
• Coordinate with Government personnel before making changes to operational systems.
• Prepare technical correspondence, status reports, recommendations, briefings, and supporting documentation.
• Present Courses of Action, risks, findings, cost estimates, and technical recommendations to management.
• Coordinate with design teams, construction personnel, vendors, cybersecurity staff, and other support contractors.
• Clearly identify as contractor personnel when interacting with Government employees, vendors, and other contractors.
• Follow Government direction regarding correspondence, system access, approvals, and work methods.
• Avoid directing Government personnel or other contractors unless specifically authorized.
• Provide advisory and “over-the-shoulder” technical guidance when a task requires access privileges beyond the contractor’s authorized level.
Required Qualifications
• Minimum of five years of experience performing ICS/SCADA services similar to the duties described above.
• Minimum of five years of experience supporting electrical power-generation installation, upgrades, troubleshooting, maintenance, or operations.
• Demonstrated experience with industrial or facility-control systems, including PLCs, HMIs, SCADA software, electrical controls, and supporting networks.
• Knowledge of electrical utility systems, electrical generation, distribution systems, facility operations, and utility-maintenance practices.
• Ability to analyze utility-system operations and maintenance information and support technical assessments throughout project execution.
• Experience developing technical reports, correspondence, system documentation, findings, and management briefings.
• Strong verbal and written English communication skills.
• Ability to work effectively with military personnel, Government civilians, engineers, plant operators, construction teams, cybersecurity personnel, vendors, and subcontractors.
• Ability to create and maintain technical documentation, inventories, backups, architecture diagrams, operating procedures, and troubleshooting records.
• Ability to work independently in a remote and highly regulated overseas environment.
• Familiarity with NAVFAC utility operations, energy-management requirements, or Navy Public Works functions is strongly preferred.

Security and Access Requirements
The selected individual must be able to:
• Obtain and maintain the security clearance required by the task order.
• Qualify for at least a minimum Tier 1 background investigation.
• Obtain and maintain a Department of Defense Common Access Card.
• Obtain and maintain NAVFAC building and installation access.
• Obtain and maintain an active Navy OCONUS Enterprise Network account.
• Comply with the applicable Contract Security Classification Specification.
• Meet all installation, safety, cybersecurity, and base-access requirements.
• Protect Controlled Unclassified Information and Government system-access credentials.
• Avoid storing Government passwords or access codes on personal devices or personal property.
Travel and Overseas Requirements
• Must possess or be able to obtain a valid passport.
• Must be able to travel internationally between the United States and NSF Diego Garcia.
• Estimated travel is no more than five trips per year for each full-time-equivalent position.
• Must meet all requirements for entry, employment, lodging, transportation, and base access at Diego Garcia.
• Must be comfortable working in a remote overseas military-installation environment.
• Government or public transportation may be available for official business while on Diego Garcia, subject to Government approval.
• Remote work may be permitted for certain duties but requires approval from the Public Works Officer and the use of authorized Government-furnished equipment.
Physical Requirements
The individual must be physically capable of performing field and plant-support duties, including:
• Standing for extended periods
• Walking over rough, rocky, uneven, or unpaved surfaces
• Bending, crouching, stooping, and reaching
• Climbing ladders
• Accessing equipment rooms, electrical plants, utility areas, and control-system locations
• Working around industrial equipment and operating utility systems
• Performing duties in hot, humid, outdoor, mechanical, electrical, or otherwise physically demanding conditions
Tools and Equipment
• The contractor may be responsible for providing the tools and equipment required for routine work, troubleshooting, maintenance, and repairs.
• Government-furnished equipment may be made available with approval from the Public Works Officer.
• All Government data, credentials, software, system files, and access information must be handled in accordance with Department of Defense cybersecurity requirements.
