Job Description

GovCIO is seeking a candidate for the position of Lead VistA Application Transition SME to support the Department of Veterans Affairs (VA) Health Portfolio. This position serves as the senior technical authority for VistA transition activities supporting Electronic Health Record Modernization (EHRM) initiatives across the Department of Veterans Affairs (VA). The Lead VistA Application Transition SME is responsible for providing strategic direction, technical oversight, and operational leadership for a team of Senior VistA Application Transition SMEs, Data Analysts, and Technical Writers. This individual will oversee VistA application analyses, transition planning, access restriction activities, usage analysis and reporting, and modernization support efforts across multiple deployment sites. The successful candidate will serve as the primary escalation point for complex VistA transition technical issues, provide recommendations to program leadership, ensure consistency of analyses and team deliverables, and coordinate activities across multiple concurrent modernization efforts. This position is fully remote within the United States. Core business hours are Monday through Friday, 8:00 AM - 5:00 PM Eastern Time. Periodic weekend support is required during software release and deployment events.

Responsibilities

  • Provide leadership and technical oversight for a team of Senior VistA Application Transition SMEs supporting EHRM initiatives.
  • Establish priorities, coordinate with project management to assign workloads, and monitor progress across multiple concurrent deployment efforts.
  • Oversee and direct support if software release events, deployment activities, and post-deployment validation efforts.
  • Serve as the senior subject matter expert for VistA transition planning, application analysis, access restriction activities, and modernization support.
  • Oversee analyses of VistA application architecture, package functionality, workflows, and operational processes to assess modernization impacts and transition requirements.
  • Ensure consistency, quality, and accuracy of technical analyses, recommendations, reports, presentations, and guidance documents.
  • Lead development of new transition strategies, implementation approaches, risk assessments, and mitigation plans.
  • Review and approve recommendations related to VistA access restrictions, menu option disabling, user provisioning, and security key management.
  • Provide executive-level briefings and recommendations to program leadership, government stakeholders, and customer representatives.
  • Lead analysis of VistA usage reports and operational metrics to identify trends, risks, dependencies, and opportunities for optimization.
  • Coordinate with Oracle Health/Cerner teams, deployment teams, business stakeholders, and technical organizations to support modernization activities.
  • Serve as the Primary technical advisor to program leadership for VistA transition strategy and execution.
  • Identify opportunities to improve VistA analysis methodologies, reporting processes, operational efficiencies, and transition procedures.
  • Mentor and develop Senior SMEs, Data Analysts, and Technical Writers while promoting knowledge sharing and best practices.

Qualifications

Required Skills and Experience
  • Bachelor's degree from an accredited college or university in Engineering, Computer Science, Systems, Business or related scientific /technical discipline.
  • Fifteen (15) or more years of experience supporting Department of Veterans Affairs (VA) VistA systems at a national, enterprise, or multi-site level.
  • Ten (10) or more years of of additional relevant experience may be substituted for education .
  • U.S. Citizenship required.

Clearance Required: Ability to obtain and maintain a Suitability/Public Trust clearance

Preferred Skills and Experience
  • Experience supporting VA Electronic Health Record Modernization (EHRM) initiatives, Oracle Health (Cerner) implementation or sustainment efforts.
  • Experience leading geographically dispersed teams in a remote environment.
  • Experience supporting large-scale healthcare modernization or digital transformation initiatives.
  • Expert knowledge of VistA application architecture, package functionality, workflows, and operational processes across multiple functional domains.
  • Expert knowledge of VistA menu structures, security keys, user access management, provisioning processes, and access restriction methodologies.
  • Experience leading technical teams and coordinating activities across multiple projects, deployments, or operational workstreams.
  • Demonstrated ability to lead strategic planning, problem resolution, and decision-making efforts involving complex technical and operational issues.
  • Strong written and verbal communication skills, including development and delivery of executive-level briefings, presentations, and technical documentation.
  • Proven ability to build relationships and collaborate effectively with government stakeholders, program leadership, technical teams, and healthcare operations personnel.
  • Knowledge of healthcare operations, clinical workflows, and enterprise healthcare systems.
  • Experience with organizational change management and deployment readiness activities.

Posted Salary Range

USD $135,000.00 - USD $140,000.00 /Yr.
