The United States Space Force (USSF) Combat Forces Command (CFC) 13th Space Warning Squadron (13 SWS) at Clear Space Force Station, Alaska is searching for an Installation/Station CES QA/PM (NH-0801-03, GS 12/13 equivalent).
Description:
As the 13th Space Warning Squadron (13 SWS) Installation/Station CES QA/PM, the selected individual manages the Civil Engineering (CE) Quality Assurance (QA) Program and serves as a Contracting Officer's Representative (COR)/Quality Assurance Evaluator (QAE). They oversee contracted facility operations, maintenance, and repair services to ensure strict compliance with the Performance Work Statement (PWS). Leveraging professional civil engineering expertise, this role manages new construction, renovation, and modernization projects across multiple funding streams-including MILCON, sustainment, and UMMC-while updating Quality Assurance Surveillance Plans (QASPs) and contract modifications. As an Activity Management Plan (AMP) Manager, they establish short- and long-range infrastructure priorities based on mission risk and life-cycle return on investment to advocate for resources at the Corporate Board. Finally, they serve as the key liaison between squadron leadership, contracting officers, and vital external execution agents (USACE, AFCEC, and AFIMSC) to evaluate contractor performance and resolve critical operational deficiencies.
The ideal candidate for this position is a highly skilled technical professional who serves as the installation-level Quality Assurance (QA) authority and Contracting Officer's Representative (COR) within the Base Civil Engineer (BCE) organization, independently managing and executing the Civil Engineering QA program. They must possess the engineering expertise and project management acumen necessary to oversee complex facility construction, maintenance, repair, and infrastructure projects-including Sustainment, Restoration, and Modernization (SRM) and Military Construction (MILCON)-ensuring absolute compliance with professional engineering standards, design specifications, building codes, and safety regulations. Through diligent quality assurance surveillance, robust infrastructure planning, and seamless technical coordination with contractors and mission partners, the successful candidate will play a critical role in verifying compliance, mitigating risks, and guaranteeing the structural integrity, operational readiness, and long-term viability of the installation's physical infrastructure in direct support of the Department of War mission.

- Position is designated special-sensitive and requires a TS security clearance with eligibility for access to SCI, other intelligence-related Special Sensitive information, or involvement in TS SAP to fully perform the duties of the position.

- Eligible for situational telework only, including Emergency and OPM prescribed "Unscheduled Telework".
- May be required to travel by military or commercial aircraft in the performance of TDY assignments.
- Subject to Temporary Duty Assignment (TDY): Approximately 20 days per year.
