Job Description
As the Primary BUILDER Point of Contact (POC) - Data Manager, you will serve as the installation's subject matter expert and lead coordinator for the BUILDER Sustainment Management System (SMS). In this role, you will be responsible for ensuring the accuracy, integrity, and timely management of facility asset data that supports Sustainment, Restoration, and Modernization (SRM) planning and execution across Al Udeid Air Base.
You will work closely with Civil Engineering (CE), facility managers, asset owners, contractors, and higher headquarters to maintain accurate facility condition data, support infrastructure planning, and ensure compliance with Department of Defense (DoD), U.S. Air Force, and MAJCOM requirements.
Essential Job Functions:
Serve as the installation's primary Point of Contact (POC) and subject matter expert for the BUILDER Sustainment Management System (SMS).
Manage, validate, and maintain BUILDER facility asset data, including asset inventories, facility condition assessments, and sustainment metrics.
Coordinate and oversee BUILDER data collection efforts, including field inspections, facility assessments, and contractor-supported data collection activities.
Ensure the accuracy, completeness, and integrity of facility data while maintaining compliance with applicable DoD, U.S. Air Force, and MAJCOM guidance.
Analyze BUILDER data to support Sustainment, Restoration, and Modernization (SRM) planning, budgeting, project prioritization, and facility lifecycle management.
Develop reports, dashboards, metrics, and executive briefings to support leadership decision-making and higher headquarters reporting requirements.
Coordinate with Civil Engineering personnel, facility managers, engineers, planners, and contractors to resolve asset data discrepancies and improve data quality.
Monitor facility assessment schedules and ensure timely updates to facility condition indexes and asset inventories.
Provide training, guidance, and technical support to installation personnel on BUILDER processes, data standards, and best practices.
Support audits, inspections, data calls, and compliance reviews related to facility management systems and asset accountability.
Identify opportunities to improve data quality, reporting processes, and asset management practices.
Maintain accurate documentation and records in accordance with government regulations and organizational policies.
Perform additional duties as assigned in support of installation operations.
Required Skills:
Due to the sensitivity of customer related requirements, U.S. Citizenship is required.
Active DoD Secret Security Clearance required.
High school diploma or GED.
Minimum three (3) years of experience using the BUILDER Sustainment Management System (SMS) or a comparable computerized facility asset management system.
Demonstrated knowledge of facility management, Civil Engineering operations, infrastructure sustainment, or asset lifecycle management.
Strong data management, quality assurance, analytical, and problem-solving skills.
Experience collecting, validating, analyzing, and maintaining large facility asset databases.
Proficiency with Microsoft Office Suite, particularly Excel, and experience using reporting and data analysis tools.
Ability to read and interpret facility drawings, engineering documentation, and asset records.
Strong organizational skills with exceptional attention to detail.
Excellent written and verbal communication skills.
Ability to work independently while coordinating with multiple stakeholders in a deployed or OCONUS environment.
Must possess a valid U.S. Driver's License.
Valid U.S. Passport preferred.
Must meet all current USCENTCOM Deployment Policy requirements as outlined in the current USCENTCOM Individual and Individual-Unit Deployment Policy.
Must be able to obtain and maintain a valid Qatar Residency Visa.
Must be capable of working in extreme environmental conditions, including high temperatures, dust, humidity, and other austere deployed environments.
Must be willing to work extended hours, weekends, holidays, and support mission requirements as needed.
Must be able to obtain and maintain a DoD Secret Security Clearance.
Travel:
100% deployment to Al Udeid Air Base, Qatar.
Desired Skills:
Experience supporting U.S. Air Force, Department of Defense, or other federal facility management programs.
