Job Description

Koniag IT Systems, a Koniag Government Services company, is seeking an experienced Test Engineer / UAT Support Lead to support a critical Government Identity, Credential, and Access Management (ICAM) initiative. This role supports a large-scale Application and Systems Enablement effort issued under an ICAM Enterprise Master IDIQ Contract. The Test Engineer / UAT Support Lead will serve as the primary authority for test planning, test execution, and User Acceptance Testing (UAT) support across the ICAM enablement program ensuring that all integration solutions, platform configurations, and application onboarding activities are thoroughly validated for functionality, security, compliance, and operational readiness prior to production deployment-in direct support of the Department of Defense (DoD) Zero Trust Execution Roadmap.

The ideal candidate is a technically skilled and process-driven test engineering professional with a strong background in enterprise software testing, identity and access management platform validation, and structured UAT management in a federal IT environment. This individual must be equally comfortable developing comprehensive test strategies, executing hands-on technical testing, and guiding non-technical Application Owners through the UAT process, ensuring that every enabled application meets program quality and compliance standards before being declared successfully onboarded.

This position requires an active Secret clearance and may require occasional travel to Government facilities. Primary work will be performed remotely.

The Test Engineer / UAT Support Lead will serve as the testing authority for the ICAM Application and Systems Enablement program, responsible for developing and managing the comprehensive test program that validates all integration solutions and application onboarding activities from initial integration testing through final UAT verification. This individual will work closely with the migration team lead, platform engineers, middleware engineers, the security and release lead, and Application Owners to ensure that testing activities are well-planned, consistently executed, thoroughly documented, and aligned with program security and Zero Trust compliance requirements. The Test Engineer / UAT Support Lead is expected to deliver a rigorous, repeatable, and scalable testing capability that supports the high-volume onboarding of approximately 600 applications across the program period of performance.

Principal responsibilities will include but are not limited to:
  • Develop, implement, and maintain the program Master Test Plan, establishing the comprehensive strategy, methodology, scope, and schedule for all test and evaluation activities across the enablement program, including integration testing, system testing, regression testing, security testing, and UAT.
  • Design and maintain an overarching UAT test plan that captures all potential test parameters, test scenarios, and acceptance criteria necessary for a successful UAT by Application Owners, incorporating Zero Trust relevant requirements and ICAM platform validation criteria into all test planning artifacts.
  • Develop application-specific test plans, test cases, and test procedures tailored to each application's unique integration configuration, protocol implementation, and access control design, providing Application Owners with clear and actionable guidance for executing their own UAT activities.
  • Lead and manage the execution of integration testing and system testing activities for all enablement solutions prior to delivery to Application Owners, validating that Okta IdP and SailPoint IGA connections are correctly configured, functional, and secure before UAT is initiated.
  • Provide dedicated test support to Application Owners throughout their UAT activities, including facilitating UAT planning sessions, providing sample code for common integration patterns and reusable test libraries, troubleshooting integration defects identified during testing, and assisting with defect resolution activities.
  • Prepare comprehensive Software Test Reports documenting observations, findings, defect logs, resolution status, and overall pass/fail determinations for each UAT event conducted with Application Owners, ensuring all test reports meet CDRL quality and timeliness requirements.
  • Manage the deficiency reporting lifecycle across the program, ensuring all deficiencies identified during testing are documented, tracked, analyzed, and resolved in accordance with applicable technical orders, reporting requirements, and the program configuration management plan, including preparation of SF368 reports or equivalent as required.
  • Establish and enforce UAT entry and exit criteria for all applications in the enablement pipeline, ensuring that applications only proceed to UAT when integration prerequisites are satisfied and that UAT is not declared successful until all acceptance criteria have been demonstrably met.
  • Coordinate with the Security and Release Lead to integrate security testing requirements into all test plans and test execution activities, ensuring that security-relevant test cases are included in integration testing and UAT and that security findings are properly documented and resolved prior to production deployment.
  • Support verification of successful enablement by documenting and reporting UAT outcomes that demonstrate each application's utilization of DAF ICAM capabilities, supporting the Government's validation audit cycle that matches network traffic to enabled applications against ICAM technical stack operational logs.
  • Develop and maintain a centralized test documentation repository, ensuring all test plans, test cases, test reports, defect logs, and UAT artifacts are organized, version-controlled, and accessible to Government stakeholders through the CDRL A009 Data Accession List process.
  • Contribute to the development and continuous improvement of test methodologies, reusable test case libraries, UAT guidance documentation, and standard operating procedures to support consistent, efficient, and scalable testing across the full application portfolio.
  • Track and report on testing program metrics, contributing accurate and timely test status data to the Enablement Tracking Database and Metrics Dashboard, including application testing phase status, defect counts, UAT completion rates, and overall testing program health indicators.
  • Provide technical guidance and coaching to Application Owners navigating the UAT process, translating complex integration testing requirements into clear, actionable instructions accessible to teams with varying levels of technical expertise.
  • Ensure all testing activities and test documentation comply with applicable DoD security requirements, including CUI handling, OPSEC, Section 508 accessibility standards, and DoD cybersecurity certification requirements.
  • Maintain current knowledge of evolving ICAM platform capabilities, identity integration standards, Zero Trust testing requirements, and federal IT testing best practices, continuously applying updated knowledge to improve test program quality and effectiveness.


Education and Experience:

Required:
  • Bachelor's degree in Computer Science, Information Technology, Cybersecurity, Information Systems, Software Engineering, or a related field from an accredited college or university.
  • Minimum of 5 years of experience in information technology, with at least 3 years of direct experience in software testing, systems integration testing, or test program management in a federal government IT environment.
  • Demonstrated experience developing and executing test plans, test cases, and test procedures for enterprise software or systems integration programs.
  • Experience managing or supporting User Acceptance Testing (UAT) activities in a structured federal IT program context, including test planning, execution oversight, defect tracking, and test reporting.
  • Active Secret clearance. Must be able to satisfy requirements for CAC-card issuance and NIPRNet access, including annual DoD CyberAwareness training and certification.

Preferred:
  • Prior experience supporting DoD IT programs, particularly within an ICAM, cybersecurity, or Zero Trust context.
  • Experience working in a federal government IT contracting environment supporting programs with high-volume application testing requirements.
  • Hands-on experience testing Okta Identity Provider and/or SailPoint IdentityIQ integrations in a production or near-production enterprise environment.


Required Skills and Competencies:
  • Demonstrated ability to develop comprehensive test programs including Master Test Plans, application-specific test plans, test cases, test procedures, and Software Test Reports that meet federal CDRL quality and content standards.
  • Strong working knowledge of software testing methodologies, including unit testing, integration testing, system testing, regression testing, security testing, and User Acceptance Testing, and the ability to apply appropriate testing approaches across diverse application types and integration configurations.
  • Familiarity with Identity, Credential, and Access Management (ICAM) concepts, including identity providers (IdP), identity governance and administration (IGA), Single Sign-On (SSO), Multi-Factor Authentication (MFA), Role-Based Access Control (RBAC), and Attribute-Based Access Control (ABAC), and the ability to develop test cases that validate these capabilities in integrated application environments.
  • Working knowledge of industry-standard identity protocols including SAML 2.0, OAuth 2.0, OIDC, and SCIM, including the ability to develop and execute test cases that validate correct protocol implementation and integration behavior.
  • Experience managing deficiency reporting processes, including defect logging, tracking, analysis, and resolution coordination, and preparation of SF368 reports or equivalent in a federal contracting environment.
  • Ability to develop and enforce UAT entry and exit criteria, acceptance testing frameworks, and test completion standards that ensure consistent and verifiable quality across a large application portfolio.
  • Strong organizational skills with the ability to manage and track testing activities across a large volume of concurrent application enablement efforts at varying stages of the test lifecycle.
  • Demonstrated experience producing high-quality test documentation including test plans, test cases, test reports, defect logs, and testing program status reports for both technical and non-technical audiences.
  • Experience coordinating with diverse technical and non-technical stakeholders-including application owners, engineers, and Government program officials-to plan, schedule, and execute testing activities effectively.
  • Proficiency with defect tracking and test management tools, and the ability to maintain structured test documentation repositories accessible to program stakeholders.
  • Familiarity with DoD security requirements, including CUI handling, OPSEC, DFARS 252.204-7012, and DoDM 8140.03 cybersecurity certification requirements.
  • Strong communication skills in English-both written and oral-with the ability to clearly convey testing requirements, defect findings, and UAT guidance to both technical engineers and non-technical Application Owners and program stakeholders.
  • Ability to work effectively both independently and as part of a collaborative cross-functional team under the direction of program leadership.
  • Proficiency with Microsoft Office Suite and collaboration tools such as Microsoft Teams.
  • Ability to obtain and maintain required DoD cybersecurity certifications per DoDM 8140.03 (e.g., Security+ for IAT II or equivalent).

  • International Software Testing Qualifications Board (ISTQB) certification at the Foundation or Advanced level.
  • Certified Software Test Engineer (CSTE) or equivalent test engineering certification.
  • Hands-on experience testing Okta Identity Provider integrations, including the ability to validate SSO configurations, MFA enforcement, application integration behavior, and identity federation scenarios.
  • Hands-on experience testing SailPoint IdentityIQ integrations, including the ability to validate automated provisioning workflows, entitlement management configurations, access certification campaigns, and SOD policy enforcement.
  • Experience developing test automation frameworks or automated test scripts for identity platform integration testing, including the ability to automate regression test suites for high-volume application onboarding programs.
  • Familiarity with Zero Trust Architecture (ZTA) testing requirements and the ability to develop test cases that validate Zero Trust relevant capabilities and activities within an ICAM integration context.
  • Experience supporting or managing test programs for large-scale enterprise application migration or modernization efforts in a federal defense environment.
  • Knowledge of security testing methodologies, including penetration testing concepts, vulnerability assessment, and security-focused test case development for identity and access management integrations.
  • Experience with CI/CD pipeline integration testing, including the ability to incorporate automated testing capabilities into software delivery pipelines for continuous integration validation.
  • Certified Information Systems Security Professional (CISSP), CompTIA Security+, or related cybersecurity certification.
  • Familiarity with Section 508 accessibility testing requirements and the ability to incorporate accessibility validation into test plans and test execution activities.
  • Experience with CDRL deliverable development and management, including the preparation of formal test documentation deliverables in a federal contracting environment.
  • Familiarity with Agile and hybrid Agile-Waterfall program execution methodologies, including experience integrating test planning and execution activities into sprint-based development and delivery cycles.
  • Experience developing reusable test case libraries, UAT guidance documentation, and testing standard operating procedures for large-scale application onboarding programs.
  • Knowledge of the DoD deficiency reporting process, including Technical Order requirements and SF368 preparation and submission procedures.
  • Project Management Professional (PMP) certification or equivalent program management credential, demonstrating the ability to manage complex, multi-workstream test programs within a structured federal contracting environment.
