JOB SUMMARY: The primary purpose of this position is to plan, analyze, manage and control all operational & administrative aspects of aviation resources, safety, training, and flight hours by utilizing the Aviation Resource Management System (ARMS).
NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Air National Guard. Applicants who are not currently a member of the Connecticut Air National Guard must be eligible for immediate membership and employment in the Connecticut Air National Guard. The major duties include, but are not limited to:
- Serves as a management analyst with responsibility to advise and correct all operational and administrative aspects of the Aviation Resource Management System.
- Perform the following operations for an average of 100 aircrew members.
- Interprets and administers laws and regulations regarding entitlement incentive pay.
- Execute career field development responsibilities.
- Maintains, controls, and assigns security levels to users to ensure security of the database.
- National Guard Membership is required.
- Males born after 31 December 1959 must be registered for Selective Service.
- Federal employment suitability as determined by a background investigation.
- Must meet Compatible Military Assignment within one year from placement.
- Wear of the military uniform is mandatory.
- Direct Deposit is mandatory.
- Must be able to obtain and maintain a secret security clearance.
- Must possess a valid state drivers license.
GENERAL EXPERIENCE: Experience, education, or training which provided a general knowledge of principles of organization, management, and administration. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 24 months of specialized experience in the following:
- Experience, education or training in any position that required compiling reports, letters, memoranda, etc., and required person-to-person
contacts to convey information. - Experience providing technical guidance and assistance in the type of work or in comparable work of the position to be filled.
- Experience demonstrating a thorough knowledge and understanding of administrative procedures and practices of management.
- Experience developing administrative procedures.
KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge of extensive body of Aviation Resource Management objectives, policies, technical rules, guidelines, instructions, regulations, policies and precedents to support and flight pay and training requirements.
- Knowledge of AF operations, resource management systems and associated programs, interface requirements, browsers, personnel flight records and maintenance.
- Knowledge of aviation service eligibility, aircrew rating requirements, aircrew flight incentive pay requirements, conditional incentive pay requirements in relationship to reserve status codes, active/inactive reserve status.
- Knowledge of a wide range of computer/automated data processing techniques, requirements, methods, sources, procedures, system software/hardware and analytical and diagnostic methods.
- Knowledge of ARMS System work processes and applications to develop database and ad-hoc queries on alternative approaches, to identify problems, to plan and implement solutions and to collaborate with design center personnel to incorporate needed system changes.
- Knowledge of the objectives, overall design and operating principles of ARMS in order to recognize probable interactions within the functions of the assigned programs.
- Skill and knowledge in applying analytical and investigative techniques to apply regulations, policies and concepts pertaining to aviation resource management to evaluate aeronautical order publication, entitlement pays, physical and physiological requirements, suspensions, disqualifications, revalidations, and requalification.
- Ability to troubleshoot and recognize systems-related problems and their possible causes.
COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of Branch/AOC/FA/AFSC. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training.

SPECIAL REQUIREMENTS: This position requires a security clearance (secret) which the applicant must possess or be able to obtain a clearance within one year of appointment. For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.
No substitution of education for specialized experience.

MILITARY INCENTIVES - BONUSES AND STUDENT LOAN REPAYMENT PROGRAM: If you are selected for this position, you may lose your eligibility for your National Guard Enlistment/Reenlistment Bonus and Student Loan Repayment Program (incentives). In order to avoid losing your incentive eligibility, you should check with your serving incentive manager (CTARNG-G1 or CTANG-Retention Office) prior to accepting an offer for the position. For M-Day/Traditional personnel who are currently receiving incentives to include Bonuses and the Student Loan Repayment Program, the following termination rule applies:
Incentive Termination without Recoupment: If you accept a Military Technician (Mil Tech) Permanent position where membership in the National Guard is a condition of employment, your bonus will be terminated with no recoupment as long as you have served at least 6 months of the bonus contract following receipt of the initial bonus payment.
