Job Description



CSCI is seeking a driven, detail-oriented SAP OPNAV Fleet Support SME to support the Department of the Navy’s Special Access Programs Central Office (DoN SAPCO).  This role ensures alignment between Special Access Programs (SAP), Navy strategy, and Chief of Naval Operations (CNO) guidance. The SME assesses SAP applicability for Fleet operations, develops and manages critical Fleet implementation documents, and supports the full lifecycle of Fleet SAP processes.

Responsibilities

Key responsibilities of the Fleet Support SME are as follows:


  • Support SAP implementation and management as a direct report to the Fleet Implementation Branch Head.

  • Serve as Branch Knowledge Management Officer and maintain expertise in Fleet and acquisition SAP.

  • Coordinate all Fleet SAP implementation documents from initiation through termination.

  • Liaise with Fleet Commanders, Program Offices, WDCs, OPNAV, and USMC Components to resolve capability and deployment issues.

  • Manage and update standardized templates and oversee the Fleet GEMS portal, including annual posting of over a thousand documents.

  • Coordinate CHALK TALK Fleet SAP forums and track associated action items.

  • Work with U.S. Fifth and Sixth Fleet counterparts to understand requirements and issues.

  • Advise the Fleet Executive Committee (EXCOM).

  • Provide continuity and onboarding for new personnel.

  • Draft and staff documentation and correspondence for leadership review.

  • Conduct special projects as assigned.




Skills - Minimum of 5 Years Experience

Required Qualifications:


  • U.S. Citizenship and active TS clearance with SCI eligibility (SSBI within last 5 years).

  • Bachelor’s degree (i.e., Engineering, Business Administration, Economics, or equivalent) or equivalent relevant experience.

  • 5+ years of DoD‑related experience with demonstrated familiarity in high‑visibility, multi‑stakeholder environments.

  • Strong understanding of Navy operational concepts, Fleet structures, Component Commands, and Warfare Development Commands.

  • Experience with Special Access Programs or other highly controlled programs.

  • Proven ability to coordinate complex, multi‑stakeholder document workflows across Fleet staffs, and Program Office.

  • Experience drafting, reviewing, and managing policy documents, directives, or implementation guidance.

  • Strong communication skills, including preparing senior‑level correspondence and briefings.

  • Ability to manage multiple priorities, work independently, and meet deadlines.



Preferred Qualifications:


  • Experience aligning program requirements with Navy strategy, CNO guidance, and Fleet operational needs.

  • Knowledge management experience, including maintaining templates, document libraries, or standardized processes.

  • Familiarity with Navy enterprise systems such as the Global Enterprise Management System (GEMS).

  • Experience planning and coordinating conferences, working groups, or Fleet engagements.

  • Background conducting technical interchange meetings across cross‑functional teams.

  • Ability to provide continuity and training to incoming personnel within dynamic military or government environments.

  • Strong analytical skills to address capability delivery, deployment issues, and resource alignment.

Minimal local travel to Arlington, VA and on occasion long distance travel.

Active TS with SCI eligibility based on an SSBI completed within the past 5 years.

Compensation


Compensation at CSCI is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. While monetary compensation is important, it’s just one component of CSCI’s total compensation package.
