Job Description

Peerless is seeking a PMO & Growth Group Lead to establish and lead the Program Management Office (PMO) while driving strategic growth initiatives across existing and emerging federal programs. Reporting to the Group Director, this individual will oversee program execution, business development, capture management, and proposal activities supporting both Research & Development (R&D) and operational customers across the U.S. Air Force, Army, and other federal agencies. The successful candidate will play a key leadership role in advancing Peerless' strategic objectives by integrating program management excellence with business growth and fostering a collaborative One Peerless culture.

Key Responsibilities
  • Establish and lead the Program Management Office (PMO), integrating program management processes with Peerless' growth and capture strategy.
  • Oversee successful execution of programs to ensure cost, schedule, and performance objectives are achieved.
  • Build, maintain, and manage the Group's opportunity pipeline in alignment with corporate strategy.
  • Organize, develop, and lead project teams to successfully deliver customer solutions.
  • Conduct program reviews, monitor performance metrics, and implement corrective actions as needed.
  • Coordinate and manage subcontractor performance and contractual deliverables.
  • Develop and execute Group growth strategies in collaboration with the Group Director.
  • Manage pipeline development, capture planning, and business development activities throughout the opportunity lifecycle.
  • Identify, qualify, and capture new business opportunities, leading efforts from opportunity identification through proposal submission.
  • Lead proposal teams, execute gate reviews, and provide bid/no-bid recommendations.
  • Develop compliant, compelling proposals that align customer needs with Peerless technical capabilities.
  • Support strategic internal investments including IRAD, CAPEX, and other technology development initiatives.
  • Conduct Group resource planning, financial reviews, and portfolio management activities.
  • Foster a positive, collaborative culture while promoting Peerless values and cross-functional teamwork.
  • Collaborate across business groups to support enterprise-wide growth initiatives and the One Peerless strategy.

Requirements
  • Bachelor's degree in Business, Engineering, Program Management, or a related field.
  • Demonstrated experience leading DoD or Federal program management and business development efforts.
  • Experience managing cost, schedule, and performance across multiple government programs.
  • Proven success in capture management, pipeline development, and proposal leadership.
  • Strong knowledge of Federal acquisition processes and proposal development.
  • Experience leading cross-functional teams, subcontractor management, and customer engagement.
  • Excellent leadership, communication, organizational, and strategic planning skills.
  • U.S. Citizenship with the ability to obtain and maintain a DoD Security Clearance.

Preferred Qualifications
  • Experience establishing or leading a Program Management Office (PMO).
  • Experience supporting Air Force, Army, or other DoD organizations.
  • Knowledge of IRAD, CAPEX, and strategic technology investment planning.
  • PMP or equivalent Program Management certification.
  • Demonstrated success growing federal business through capture, proposal, and customer relationship management.
