MITRE is seeking an experienced operational leader to serve as Department Manager for the Risk Management & Analysis Department within the Enterprise Risk Management Division.
This position serves as the principal operational leader for MITRE's counterintelligence and enterprise risk operations capability, reporting directly to the Director of Enterprise Risk Management and Insider Threat Program Senior Official (ITPSO). The successful candidate will lead a multidisciplinary organization responsible for integrating enterprise risk intelligence, corporate investigations, strategic program protection, and related operational risk functions that protect MITRE's people, sponsors, mission, critical technologies, and national security work.

- Lead day-to-day operations of MITRE's Risk Management & Analysis Department.
- Lead day-to-day execution of MITRE's Corporate Counterintelligence Program and support the ITPSO in operating a legally compliant, privacy protective, and operationally disciplined Insider Threat Program.
- Integrate Enterprise Risk Intelligence, Corporate Investigations, and Strategic Program Protection into a unified operational capability.
- Translate intelligence, investigations, and risk information into actionable mitigation strategies and executive decision support.
- Lead geographically dispersed managers and technical professionals; manage workforce planning, staffing, budget, capacity, succession, performance quality, and operational readiness.
- Establish department operating rhythms, priorities, metrics, and performance expectations.
- Coordinate across Security, Legal, HR, Privacy, Cybersecurity, program and mission leadership, and other enterprise stakeholders, and support appropriate engagement with U.S. Government and security partners.
- Prepare executive briefings, governance materials, and risk assessments for senior leadership.
- Drive continuous improvement of operational processes, governance, and enterprise risk capabilities.
- Typically requires a minimum of 12 years of related experience with a Bachelor's degree; or 10 years and a Master's degree; or a PhD with 7 years' experience; or equivalent combination of related education and work experience.
- Demonstrated depth in at least one core discipline-counterintelligence, insider threat, corporate or government investigations, strategic program protection, or intelligence operations-and experience integrating multiple intelligence, security, investigative, protection, or enterprise risk functions
- Minimum five years of direct people management experience, including demonstrated experience leading managers, supervisors, or senior team leads in a multidisciplinary organization.
- Demonstrated experience managing organizational resources, including workforce capacity, staffing, budgets, performance, and capability development.
- Demonstrated ability to lead complex operations in highly matrixed organizations.
- Experience working across Security, Legal, HR, Privacy, Cybersecurity, and other enterprise functions.
- Demonstrated experience operating in a cleared national security environment and working knowledge of Defense Industrial Base security, NISPOM, DCSA oversight, classified information protection, insider threat requirements, and applicable counterintelligence reporting obligations.
- Strong executive communication and briefing skills.
- Experience managing sensitive intelligence, investigative, personnel, or security matters under applicable legal, privacy, civil rights and civil liberties, records management, and need-to-know requirements.
- Must have an active Secret U.S Government issued Security Clearance.
- Must be eligible to obtain and maintain a Top Secret U.S Government issued Security Clearance within one year of hire.
- Per the U.S. Government's eligibility requirements, you must be a U.S Citizen to be considered for a security clearance
- This position requires a minimum of 50% hybrid on-site.
- Advanced degree in a relevant discipline.
- Experience in the Defense Industrial Base, Intelligence Community, federal law enforcement, or an FFRDC.
- Experience supporting or leading Insider Threat, Counterintelligence, or enterprise security risk programs.
- Experience developing governance models, operating models, or enterprise risk capabilities.
- Experience preparing decision-ready risk materials for executive leadership, Boards, or enterprise governance bodies.
- Experience developing risk indicators, treatment plans, scenarios, dashboards, or enterprise risk reporting.
- Experience modernizing case management, intelligence, risk, analytics, or workflow platforms.
- Experience coordinating with DCSA, the FBI, U.S. Government sponsors, law enforcement, or counterintelligence and security partners.
- Active Top Secret Clearance
- Current TS/SCI eligibility or experience operating in SCI or special access environments, where relevant to anticipated mission requirements.
