SENIOR POLICE ADVISOR - SOW
The Police Advisor, referred to as Advisor for the remainder of this document, will work full-time in the INL Jerusalem (INL/J) office to support and assist planning and implementation of US government efforts to enhance and expand the capabilities of the Palestinian Civil Police (PCP), the Palestinian Authority (PA) Attorney General's Office, the PA Public Prosecutor's Offices, the PA Security Justice Commission, other PA security forces, and the PA Ministry of the Interior (MOI). Within this role, the Advisor will provide public security, law enforcement and rule of law in the West Bank. They will work closely with the INL justice, corrections, MOI, and monitoring and evaluation (M&E) advisors, the United States Security Coordinator (USSC) police advisors, and the USSC security justice advisor to support and complement INL's law enforcement and security projects as needed and directed. They will serve as a member of INL/J's subject matter specialists (SMS) team that assists and advises on the full range of criminal justice issues as they relate to establishing a Palestinian State that is based upon the rule of law.
Working in close coordination with other INL/J SMS, they will assess Palestinian Authority (PA) capacities for providing public security, law enforcement and rule of law and make recommendations to INL on how U.S. assistance can best be designed to help improve these capabilities, and assist in planning, development, and implementation of related future U.S. assistance efforts. The advisor's efforts will be conducted in close coordination with the INL/J Justice Advisor, Corrections Advisor, Ministry of Interior (MOI) advisor, and Monitoring and Evaluation (M&E) advisor to ensure a comprehensive US government approach to providing assistance to the Palestinian justice and security systems.
BACKGROUND
The U.S. Department of State is the lead institution for the conduct of American diplomacy, and the Secretary of State is the President's principal foreign policy advisor. The Department of State's mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous, and secure world.
The Bureau of International Narcotics and Law Enforcement Affairs (INL) keep Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.
Criminal justice assistance is a core component of the USG contribution to stability and reconstruction operations worldwide. INL currently manages criminal justice policy and programs in many international locations and oversees over 1,000 personnel deployed in the field to implement these programs.
The Office of Africa and Middle East Programs (INL/AME) manages a full array of criminal justice assistance and counternarcotics programs in many countries. The INL Office in the Embassy in Jerusalem (INL/J) manages the assistance program funded through INCLE and destined for the Palestinian Authority.
DUTIES & RESPONSIBILITIES

CLEARANCE:
A Secret security clearance is required for this position; interim Secret is required to begin.
LEVEL OF EFFORT
Hours for the position will be the core hours of the US Embassy Jerusalem.
SUPPLEMENTAL HOURS
Supplemental hours for this position are authorized in accordance with the award and shall not exceed the designated ceiling.
POSITION LOCATION:
The Advisor's primary workspace will be their home office at their residence in Jerusalem. The Advisor will also be provided periodic access to a workspace within the U.S. Embassy
Jerusalem. This position also requires fieldwork and frequent travel in country.
GOVERNMENT FURNISHED EQUIPMENT
DOS will provide office space, computers, phones, and other required equipment and supplies necessary to complete all job requirements. DOS will own and maintain all government furnished property.
TRAVEL
Travel is authorized for this position in accordance with the award and shall not exceed the
designated ceiling.
TRAINING
This BPA Call provides for mandatory training for DOS-specific equipment, systems, and processes (reference 13 FAM 300 Agency Mandated Training), which shall be completed promptly and in accordance with Department policy. This training does not require INL Contracting Officer (CO) approval.
Travel-related training (i.e. FACT (CT650), HTSOS-C etc.), may be required, if applicable. The Contractor's Program Manager (PM) shall coordinate with INL/SAO/GAPP to determine if applicable and if INL (CO)'s approval is required prior. All other training requires INL CO approval.
PRE-DEPLOYMENT SUPPORT
Pre-deployment support is required for this position. The Advisor must attend INL PREP pre-deployment training in Sterling VA prior to deployment.
Advisor may be required to complete one or more days of consultations in Washington D.C. prior to deployment. The Advisor must be able to acquire a personal US passport & all necessary visas to travel & work in Jerusalem & the West Bank. COVID vaccination may also be required for entry per Government of Israel & Embassy policy. INL will provide guidance on the required process, but all logistical support & any associated costs, on a reimbursable basis, for obtaining the passport & visa(s) are the responsibility of the
vendor/contractor.

DUTIES & RESPONSIBILITIES
- Provide senior-level subject matter expertise in program planning, designing, technical assistance, and implementation
- Provide senior-level management expertise in specialized fields of expertise, as well as functional & technical expertise to lead complex, large projects to deliver client solutions & manage operations of multiple projects. Final decision granted by USG team members
- Provide high level expertise and ability to solve complex and unusual managerial issues while exercising independent judgment
- Assist senior-leadership in the development of program strategies and implementation.
- Work effectively under pressure within short time constraints, and during times of rapidly developing events
- Work international peacekeeping missions, & related international development activities
- Serve as a law enforcement and security expert within INL/J, providing expert guidance to assist in implementing, monitoring, and evaluating U.S. foreign policy directives regarding the development of security sector reform projects being carried out in the West Bank. All final decisions are granted by USG team members
- Provide professional assessments and program recommendations to INL staff as required, with respect to the authorities, organization, operations, and developmental needs of PA police institutions
- Provide advice and support to the INL/J Director and to the United States Security Coordinator with regard to the INL/USSC security justice project and support/complement the activities of INL's other advisors, as needed
- Draft briefing and policy papers, attend meetings and conferences related to police, prosecution and security assistance
- Review, edit, evaluate, and draft, as necessary, law enforcement and security-related project proposals
- Serve as the INL/J liaison to other international organizations providing assistance to PA police institutions
- Draft reporting cables on developments related to Palestinian law enforcement and security issues and program status
- Facilitate exchange of information & practices to ensure robust communication on rule of law issues within INL, as well as other US government and international organizations, donors, and implementers working in area of rule of law in the Palestinian Territories
- Engage with relevant PA and international organizations, donors, and implementers to ensure INL program efforts are successful and complement work by other organizations, donors, and implementers
- Work with INL contractors on law enforcement and security projects to help facilitate successful program activities
- Prepare background materials and reports to be used by INL/J Director and other US government actors in preparing speeches, briefings, and testimonies to articulate INL/J engagement on security sector issues within the PA
- Provide informed counsel on related topics to other elements within the U.S. Embassy;
- Engage in contingency planning and development of future INL/J police, prosecution, and security sector assistance activities
- Participate in INL/J office meetings
- Meet with members of other US government agencies, non-governmental organizations, and the international community for the purpose of gathering and disseminating information pertinent to law enforcement and security sector development and US government priorities and activities
MINIMUM QUALIFICATIONS
- U.S. Citizen
- Bachelor's degree from an accredited institution in international relations, law enforcement, public policy or related field (10 years professional law enforcement experience can be substituted)
- Minimum of eighteen years of experience with U.S. law enforcement or military, experience briefing in English
- Three years of experience working overseas in an Embassy environment
- Three years specialized experience depending on the position (e.g. intelligence, firearms, gangs, kidnapping, drugs, internal affairs)
- Knowledge of, and skill in, correct usage of English grammar, spelling, punctuation, capitalization, and style
- Minimum of 10 years of civilian law enforcement experience
- Minimum of 5 years of law enforcement supervisory experience
- At least 3 years overseas experience in a U.S. or international security assistance mission, U.N. Peacekeeping operation, or similar effort
- Demonstrated excellent interpersonal, oral, and written communication skills;
- Demonstrated proven ability to work well with others
- Demonstrated proficiency in basic office computer programs to include Microsoft Word, Outlook and PowerPoint
- Demonstrated ability to work in difficult and possibly dangerous environments, preferably in the Levant region
PREFERRED QUALIFICATIONS
- Preference given to those who have worked in Middle East; especially to those who have worked with the Palestinian Authority (PA) in West Bank
- Master's degree from an accredited institution in criminal justice, criminology, forensic science, or related fields
- Arabic language speaking and writing skills are highly desirable; Arabic language capability at or above the Foreign Service Institute's defined 3/3 level (Fluent Proficiency) or equivalent. Incumbents will be routinely working in an Arabic language-only environment
- Demonstrate ability to understand complex organizational processes to support and implement new initiatives within the existing culture of an organization
- Demonstrate ability to clearly & consistently organize, manage, & present complex information
