Noblis is positioned to provide technology and operational solutions to senior decision makers in the Department of Homeland Security (DHS) in the Science and Technology (S&T) Directorate. The DHS S&T Directorate is the primary research and development arm of DHS and manages science and technology research, from development through transition, for the Department's operational components and first responders. Established by Congress to provide innovative solutions to the nation's homeland security challenges, S&T is the core source of scientific and engineering expertise for DHS and is uniquely postured to enhance our nation's security and resilience by providing knowledge products and innovative technology solutions for the Homeland Security Enterprise (HSE).

The Senior Project Manager will provide programmatic and analytical support to the Office of University Programs (OUP) within the Department of Homeland Security's (DHS) Science & Technology Directorate (S&T). OUP streamlines access to the expertise of the nation's colleges and universities to address homeland security challenges. OUP is a forward-thinking division that supports DHS Components by identifying emerging trends and undertaking ground-breaking research through the DHS Centers of Excellence (COE) Program. OUP operates under a high level of visibility, with oversight from Congress and the White House Office of Management and Budget (OMB).

The successful candidate will provide direct assistance to OUP government Program Managers on all aspects of portfolio, program, and project management of COEs and other OUP-funded performers. This position spans the full COE lifecycle - from conducting market research and identifying new topic areas, to managing competitions and launching centers, to monitoring progress as COEs mature, and supporting technology transfer and commercialization. This position will directly engage with and impact the broad array of OUP programs across research areas, including borders and immigration, critical infrastructure, biological threats, maritime security, and counterterrorism, among others.

The successful candidate will be self-motivated and thrive in matrixed environments; they will manage competing priorities effectively while distilling complex concepts into clear guidance for nontechnical managers. They will apply project management principles to develop tailored solutions that drive informed decision-making.

Responsibilities include, but aren't limited to:
  • Developing and administering grants, including assembling acquisition documents for purchase request packages; developing solicitation materials such as statements of work and independent cost estimates, administering source selection reviews, and assessing technical solutions.
  • Conducting market research and composing meaningful, comprehensive market research reports.
  • Supporting technology transition and commercialization efforts, including coordinating with operational customers and identifying pathways to market for COE-developed solutions.
  • Communicating with stakeholders and government service providers to promote program opportunities and facilitate coordination; preparing project briefs, reports, and audience-specific materials.
  • Representing the program at meetings, workshops, conferences, and program reviews, providing programmatic and technical review, recording meeting minutes, and contributing to the program management dialogue with performers.
  • Working closely with COE leadership to oversee the development and execution of annually approved research and education workplans, ensuring they meet DHS requirements, align strategically with homeland security mission needs, and support engagement with relevant stakeholders.
  • Managing responses to S&T Executive Secretariat data calls, compiling information, and preparing materials for senior leadership reporting.
  • Performing portfolio, program, project planning and control including tracking technical and fiscal performance, schedules, and government-assigned action items; creating funding and budget documents; preparing project plans and milestones, status reports, and monitoring the execution of the tasks for quality and against planned timelines.
  • Monitoring project performance and reviewing deliverables to ensure technical, programmatic, and financial objectives are met and to identify program risks.

Required Qualifications

  • Advanced Degree or such equivalent credits/certifications with 5 years of relevant experience or 10 years of relevant experience.
  • Eligibility to obtain a Secret Clearance and DHS Suitability determination.
  • Excellent communication, collaboration, and presentation skills with proven results-oriented problem-solving skills.
  • Demonstrated expertise in portfolio, program, and project management and analytical support on research and development contracts.
  • Comprehensive knowledge of federal acquisition and procurement processes, including assisted acquisitions, contract types, and grants/cooperative agreements.
  • Experience working with university or academic institution Centers of Excellence programs.

Desired Qualifications

  • Expertise in conducting market research, utilizing market research tools, and synthesizing findings into clear, actionable reports.
  • Demonstrated strong technical writing skills, targeting both technical and non-technical audiences.
  • Experience collaborating with research center or academic program leadership on workplan development, performance monitoring, and strategic alignment with sponsor requirements.
  • Track record of clear, consistent communication with program managers and senior leadership.
  • Experience drafting and developing documents that support analysis, reporting, and decision-making.
  • Experience providing direct or consultant support to major programs or offices which required evaluation, analysis, and development of recommended solutions.
  • Ability to work in a dynamic team-oriented environment, demonstrates teamwork and initiative, and functions productively in the face of new assignments and the re-prioritization of existing assignments.
  • Experience developing and evaluating metrics that align to project, program, portfolio, and organization success.
  • Experience supporting the full lifecycle of federally funded research centers, including establishment, performance monitoring, re-competition, and closeout.
  • Project Management Professional certification, Agile ScrumMaster/Project Owner certification, or demonstrated experience in program management.
  • Experience supporting DoD and/or DHS components (e.g., TSA, CBP, USCG, ICE, CISA, FEMA).
  • Proficiency with Microsoft Office (especially PowerPoint, Excel, and Project).
  • Active Secret clearance (or above) and current DHS Suitability strongly preferred.

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis' total compensation package for employees.
