Responsibilities
Noblis is positioned to provide technology and operational solutions to senior decision makers in the Department of Homeland Security (DHS) in the Science and Technology (S&T) Directorate. The DHS S&T Directorate is the primary research and development arm of DHS and manages science and technology research, from development through transition, for the Department's operational components and first responders. Established by Congress to provide innovative solutions to the nation's homeland security challenges, S&T is the core source of scientific and engineering expertise for DHS and is uniquely postured to enhance our nation's security and resilience by providing knowledge products and innovative technology solutions for the Homeland Security Enterprise (HSE).

The Senior Project Manager will provide programmatic and analytical support to the Small Business Innovation Research (SBIR) Program in DHS S&T. SBIR engages industry and facilitates partnerships with private sector innovators to advance commercial technology solutions that address homeland security challenges.
The successful candidate will support all aspects of portfolio, program, and project management for small business innovation research in conjunction with federal program managers. This position spans the full innovation lifecycle-from market research and identifying new topic areas to managing competitions, launching projects, monitoring progress, and supporting technology transfer and commercialization-directly engaging with and impacting small business innovation initiatives. The successful candidate will have wide familiarity with homeland security missions, as SBIR projects span the spectrum of homeland security research areas including borders and immigration, critical infrastructure, biological threats, maritime security, and counterterrorism, among others.
The successful candidate will be self-motivated, operate well in a matrixed environment, effectively manage competing priorities, and be able to distill and communicate complex concepts to enable nontechnical managers to make informed decisions, and apply project management principles to develop tailored solutions.

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis' total compensation package for employees.

Responsibilities include, but aren't limited to:
- Performing portfolio, program, project planning and control including tracking technical and fiscal performance, schedules, and government-assigned action items; creating funding and budget documents; preparing project plans, milestones, and status reports, and monitoring the execution of the tasks for quality and against planned timelines.
- Monitoring project performance and reviewing deliverables to ensure technical, programmatic, and financial objectives are met and to identify program risks.
- Maintaining and monitoring program budgets including gathering and reviewing monthly reports from project/program performers and developing budget execution plans.
- Planning, launching, and administering competitive solicitations, including: assembling acquisition documents for procurement packages such as statements of work and independent cost estimates; developing solicitation materials, coordinating source selection reviews, and documenting technical recommendations for awards; and coordinating post-award conferences.
- Conducting market research, analyzing trends, and composing meaningful, comprehensive market research reports.
- Supporting stakeholder communications and program promotion, including preparing project briefs, drafting reports, and developing audience-specific materials.
- Coordinating daily program operations, including scheduling, preparing and reviewing presentations, maintaining program management records and intranet content, and drafting internal communications.
- Assisting with planning technology transitions to the respective operational customer or transfer to the marketplace.
- Representing the program at meetings, workshops, conferences, and program reviews; providing programmatic and technical input; recording meeting minutes; and contributing to program management dialogue with performers.
- Managing responses to S&T data calls, compiling information, and preparing materials for senior leadership reporting.
Required Qualifications
- Bachelor's degree with 10 years of related experience OR Master's degree with 6 years of related experience.
- Eligibility to obtain a Secret Clearance and DHS Suitability determination.
- Demonstrated expertise in portfolio, program, and project management within a federal R&D contracting environment.
- Excellent communication, collaboration, and presentation skills with proven results-oriented problem-solving skills.
- Comprehensive knowledge of federal acquisition and procurement processes, including assisted acquisitions, contract types, and grants/cooperative agreements.
Desired Qualifications
- Experience supporting the management of a federal innovation program, including solicitation topic development, proposal review processes, award administration, and program reporting.
- Experience participating in industry engagements and developing targeted outreach strategies and communications that clearly articulate technology needs, program requirements, and partnership pathways for small businesses and non-traditional performers to participate in federal innovation programs.
- Experience developing technical, program, and financial documentation to track activities, milestones, deliverables, and outcomes.
- Familiarity with preparing Federal procurement requisitions (PRs) and required documentation.
- Demonstrated track record of identifying and mitigating program risks through proactive performance monitoring.
- Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments.
- Ability to rapidly learn and apply new programmatic policies, procedures, processes, and mission requirements.
- Experience developing and evaluating metrics which tie to project, program, portfolio, and organization success.
- Experience providing direct or consultant support to major programs or offices which required evaluation, analysis, and development of recommended solutions.
- Project Management Professional certification, Agile ScrumMaster/Project Owner certification, or demonstrated experience in program management.
- Experience supporting DoD and/or DHS components (e.g., TSA, CBP, USCG, ICE, CISA, FEMA).
- Demonstrated strong technical writing skills, targeting both technical and non-technical audiences.
- Proficiency with Microsoft Office (especially PowerPoint, Excel, and Project).
- Active Secret clearance (or above) and current DHS Suitability strongly preferred.
