Location: Remote /East Coast support
Duration: 6 Months
Rate: Up to $46.00/hr BOE

Job Description:
1. Project Overview & Objective
This statement of work (SOW) outlines the effort required by the contractor to provide business and
technical support services to the Powered Industrial Vehicle Program under Technology Acquisition and Program Management. This position requires project management experience (junior level) with knowledge of data analytics to support the USPS Powered Industrial Vehicle (PIV) Engineering team. The contractor will drive metrics and coordinate project workflows, serving as the critical communication bridge to ensure nationwide telematics development, track deployment metrics, and mitigate risks.

2. Role Requirements & Competencies
The candidate must demonstrate a blend of analytical, technical, and project management skills:
• Data Analytics & Visualization:
o Proficient in building interactive, real-time Power BI (or similar) dashboards for KPI tracking.
o Capable of performing full-spectrum data analytics:
Descriptive (what happened)
Diagnostic (why it happened)
Predictive (what will happen)
Prescriptive (what actions to take)

• Project Management & Tracking:
o Possesses project management experience, focusing on execution and daily operations.
o Capable of rigorous project tracking (schedule, milestones, etc) and proactive risk identification.

• Communication & Organization:
o Exceptional organizational skills, with a proven ability to multitask in a dynamic engineering environment.
o Strong communication skills, specifically the ability to translate complex data and IT-related concepts into actionable insights for non-technical staff and leadership.

3. Requirements & Qualifications
• Education: Bachelors degree in Business Administration, Information Technology, Computer Science, Data Analytics, Data Science, or a related field.
• Experience: 1-3 years in IT coordination, business analysis, or Agile/Predictive project management.
• Software: Proficiency in Microsoft Office Suite (especially Excel and PowerPoint) and project management tools (e.g., MS Project, Visio, Teams).
• Certifications: Pursuing or holding certifications (CAPM, PMP, ITIL 4, and/or AI and Agile fields) is a strong plus

4. Key Deliverables
• Deployment Dashboards: Monthly interactive Power BI (or similar) dashboards mapping PIV telematics rollout progress, usage telemetry, and operational uptime.
• Predictive Analytics Models: Documentation and data models identifying potential vehicle maintenance bottlenecks or deployment delays.
• Project Governance Reports: Risk registers, tracking metrics, and weekly status briefs delivered via PowerPoint and OneNote.

5. Place of Performance
• The place of performance shall be at the United States Postal Service facility at 8403 Lee Highway, Merrifield, VA 22082-8101

6. Travel
• Minimal if any travel will be required, <10>
Additional Provisions:
• Pass both a client mandated clearance process to include drug screening, criminal history check and credit check.
• Once candidates resume is approved and interview passed, the agency is responsible for providing drug screening. Failure to submit the drug screening results will delay the security clearance process.
• If a candidate is given an interim clearance, continuation of employment is then based on the candidate receiving a sensitive clearance.
• All candidates must be a US Citizen, or have permanent residence status (Green Card).
• Candidate must have lived in the US for the past 5 years.
• Cannot have more than 6 months travel outside the United States within the last five years. Military Service excluded. (Exception does not include military family members.)
• All overtime must be pre-approved in writing by the client manager or his/her designated representative.
• Agency will not be reimbursed for overtime charges without previous written authorization. Authorized overtime will be reimbursed at straight time.
• The enforced dress code is business casual, i.e. collared shirt with slacks for men, no skirts above the knee for women. Place and Period of Performance
• Hours of support:
o The standard work week for contract staff will be 5 days a week and 8 hours per day preferable Monday through Friday.
o Contract staff may be required to travel to support business efforts.

For this position, there will be only one bill rate regardless of hours worked in a day and/or workweek
