Parsons is looking for an amazingly talented to join our team on a transformational giga-project in Tabuk, Saudi Arabia! In this role, you will support major heavy infrastructure and civil works by ensuring the rigorous implementation of Quality Management Systems (QMS) across site activities. The position focuses on field surveillance, materials compliance, contractor inspections, and close coordination with construction teams to ensure safe, compliant, and high-quality project delivery.


  • Plan, coordinate, and execute daily site inspections and quality surveillance activities to verify contractor adherence to approved procedures, designs, and contract specifications.
  • Review contractor submittals, including Method Statements, Inspection and Test Plans (ITPs), material certifications, and Inspection Requests (IRs) prior to construction execution.
  • Identify, document, and log quality non-conformances. Issue Non-Conformance Reports (NCRs), track root-cause analyses, and verify the successful implementation of corrective and preventive actions (CAPA).
  • Monitor on-site and third-party laboratory testing activities (e.g., concrete, asphalt, soil compaction) and verify material traceability, handling, and storage meet strict project standards.
  • Support the execution of internal and external quality audits. Prepare weekly, monthly, and ad hoc quality status metrics and KPI dashboards for project leadership.
  • Exercise authority to halt work activities when serious or recurring breaches of quality, health, safety, or environmental requirements are identified.



  • Bachelor's Degree in Civil Engineering, Mechanical Engineering, Construction Management, or a related engineering discipline.
  • Minimum of 7 years of progressive experience in QA/QC roles within large-scale heavy infrastructure, civil engineering, utilities, or mega-construction projects.
  • Strong working knowledge of Inspection and Test Plans (ITPs), material compliance verification, and international quality standards (ASTM, ACI, ASME, or ISO 9001).
  • Excellent verbal and written English communication skills; highly proficient in technical writing and compiling scannable quality reports.
  • Strong interpersonal skills with a proven ability to interface effectively and diplomatically with contractors, consultants, and multi-disciplinary site teams.



  • Professional quality certifications (e.g., AWS, CSWIP, NACE, ASQ Certified Quality Inspector/Auditor, or ISO 9001:2015 Lead Auditor).
  • Prior experience working within Saudi Arabia or the GCC region on Vision 2030 Giga-Projects (such as NEOM, The Line, or Oxagon).
  • Familiarity with digital quality tracking management systems, BIM integration, or EDMS platforms (such as Aconex or SharePoint).
