Job Summary
The HR Operations and Compliance Specialist will oversee and ensure compliance with employment laws, regulations, and company policies. This role will also support the design, implementation, and administration of efficient HR processes, ensuring operational excellence and consistency. The ideal candidate will have a strong knowledge of HR policies, employment law, and compliance practices, along with experience in operational management in a Human Resources capacity.

The above salary range represents a general guideline. Stillwater considers a number of factors when determining base salary offers, such as the scope and responsibilities of the position and the candidate's experience, education, skills, and current market conditions.
Depending on the position, employees may be eligible for overtime and/or discretionary bonuses in addition to base pay.

Job Summary
The HR Operations and Compliance Specialist will oversee and ensure compliance with employment laws, regulations, and company policies. This role will also support the design, implementation, and administration of efficient HR processes, ensuring operational excellence and consistency. The ideal candidate will have a strong knowledge of HR policies, employment law, and compliance practices, along with experience in operational management in a Human Resources capacity.
What You'll Do:
Compliance & Regulatory Oversight
- Ensure compliance with all applicable federal, state, and local employment laws and regulations, including FMLA, ACA, ADA, FLSA, OSHA, COBRA, and ERISA.
- Monitor legislative and regulatory changes, assess their impact, and recommend necessary updates to policies and procedures.
- Oversee compliance tasks like EEO-1, VETS reports, Form 5500 (401k), and ACA reporting.
- Conduct internal audits to ensure HR standards and employee records remain compliant and error-free.
- Support and manage workers' compensation claims, ADA accommodation requests, and new hire reporting compliance.
- Collaborate with HRIS, payroll, and benefits teams to ensure seamless data exchanges and resolve system or data integrity issues.
- Develop and streamline HR workflows (employee inboxes like AskHR/JIRA and leave management included) to ensure efficient and consistent HR operations.
- Provide actionable insights by analyzing HR metrics related to benefits, compensation, compliance, and workforce demographics.
- Serve as the HR subject-matter expert during internal and external audits.
- Maintain organized and compliant employee records in line with legal standards, including document retention and updates for personnel changes.
- Lead and assist in key HR projects, such as implementing or enhancing HR systems and workflows to drive operational efficiency.
- Identify trends and process gaps, offering innovative solutions to improve and standardize results.
- Advise and educate managers and employees on HR compliance, policies, and best practices, ensuring clarity and consistency across teams.
- Support HR leadership in creating proactive strategies to mitigate organizational risk while fostering a compliant work environment.
What We're Looking For:
Required Background and Skills:
- Bachelor's degree in Human Resources, Business Administration, or a related field (preferred).
- 3-5 years of experience in HR operations, compliance, or a related role.
- Strong understanding of federal, state, and local employment laws (ADA, FMLA, EEOC, FLSA, HIPAA, and COBRA).
- Proficiency with HR systems like Workday (highly preferred).
- HR Certification such as SHRM-CP, PHR, or equivalent (strongly favored).
- Familiarity with compliance audits and filings related to ERISA, DOL, ACA, and EEO-1 regulations.
- Experience with process improvement methodologies (e.g., Six Sigma or Lean HR).
- Knowledge of Deltek Costpoint is a plus.
- Strong data analytics and Microsoft Office (Excel) skills to organize, analyze, and report on critical HR metrics.
- Exceptional attention to detail and strong analytical problem-solving abilities.
- Stellar organizational and project management skills in a fast-paced environment.
- Excellent communication skills with the ability to connect with diverse audiences, including senior leaders and employees.
- A proactive and results-driven mindset, paired with a collaborative approach to working across teams.
