Job Description

Position: Policy Analyst/Engineer
Status: Contingent Upon Prime Approval

International Systems Management Corp. (ISM) is seeking a highly motivated and detail-oriented Policy Analyst/Engineer with a strong engineering or technical background in technology, policy, and national security. The position will assess threshold / objective technical levels mapped to security classifications per guidance and ensuing policy recommendations for classifying, declassifying, or changing classification, to include release to partners and allies. This role is critical to safeguarding the nation's technological superiority by ensuring that emerging capabilities are appropriately classified and protected. It is a dynamic, collaborative function that places the analyst at the center of a complex workflow, acting as a crucial mediator between defense industry and government stakeholders.
A successful candidate will possess the following qualifications:
• A bachelor’s degree or higher from an accredited institution in an engineering discipline (e.g., Materials Science, Electrical, Systems Engineering), Computer Science, Physics, or a closely related technical field.
• A minimum of 5-7 years of professional experience in a technical or security-focused role within the Department of Defense (DoW), Intelligence Community (IC), or a related government agency or contractor.
• Proven experience drafting, reviewing, or applying Security Classification Guides (SCGs), Program Protection Plans (PPPs), or navigating the collaborative SCG development process.
• Proven experience applying U.S. Government security classification principles as outlined in E.O. 13526 and the DoD 5200.01 manual series.
• Experience facilitating multi-stakeholder working groups to achieve consensus on complex technical issues where security is a factor.
• Experience working with universities, laboratories, industry and DoD organizations in the transition of new capabilities from development to fielded certified capabilities.
• Strong communication and interpersonal skills (oral and written), with the ability to work independently and as a team member with stakeholders at all levels.
• Top Secret security clearance with eligibility for SCI access is required.
Applicant must be a U.S. Citizen and be able to obtain and maintain a DoD Security Clearance.

The position is based in Washington, DC and requires in-person, in the office. Local and non-local travel is required and is estimated at 25%.
