COMMUNITY PLANNER-DIRECT HIRE AUTHORITY

• Formulates, plans, and implements techniques and develops broad strategies and procedures to conduct the comprehensive planning process that are complex in nature, and are of considerable scope.
• Reviews and coordinates document preparation, implementation, and maintenance of the BCP.
• Maintain the Air Installation Compatible Use Zone program.
• Implements the interagency/intergovernmental Coordination for Environmental Planning.
• Represents the base in all areas of community planning at meetings, conferences, and bearings.
• Keeps abreast of emerging technologies to ensure programmed development will not prematurely become obsolete.

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience which is equivalent to Federal experience at the next lower grade (GS-11), level, pay band (NH-02), or equivalent (pay schedule, pay band, etc). Specialized experience is described as: ability to plan, coordinate, or monitor complete planning projects or studies, and carry out operating assignments; substantive knowledge of agency's programs, policies, and goals; knowledge of channels to use in obtaining or disseminating information; ability to develop a plan and work schedule for a planning project; ability to evaluate planning projects for technical validity, and prepare analytical reports; ability to relate the effect of community planning decisions on the mission and goals of the agency; ability to arrange and conduct conferences; and knowledge of conference techniques with community groups, other public agencies, property owners, and others concerned with the projects or problems of the planners.

OR
EDUCATION: Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. NOTE: You must submit a copy of your transcripts.

OR

COMBINATION OF EXPERIENCE AND EDUCATION: Combination of education and experience in courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education NOTE: You must submit a copy of your transcripts.


-Must be a U.S. Citizenship
-Obtain & maintain Security clearance
-Education requirements: a bachelor's degree in community planning, urban planning, architecture, engineering, or a closely related field is mandatory. Master's Degree is preferred.
-Certifications/Licensure: American Institute Certified Planners is preferred.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional knowledge of the techniques and philosophy of comprehensive planning, and channels to use in obtaining or disseminating information.
2 . Knowledge to gather, assemble, and analyze facts; draw conclusions; devise solutions to problems that are complex in nature; and identify changes and trends.
3. Knowledge of automated systems and programs such as Computer Aided Drafting and Design (CADD), special Information System (GIS), information management, project tracking, and other software programs.
4. Skill in conference techniques; and communicating orally and in writing with clarity, conciseness, and persuasiveness.
5. Ability to arrange and conduct conferences.
6. Ability to relate the effect of community planning decisions on the mission and goals of the installation; develop and evaluate planning projects for technical validity; and prepares analytical reports

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
