Job Description

Koniag Professional Services, LLC a Koniag Government Services company, is seeking a Senior Program Analyst (Portfolio Manager) with a TS/SCI security clearance to support KPS and our government customer at Fort Meade, MD.

Essential Functions, Responsibilities & Duties may include, but are not limited to:
  • Provides comprehensive program analysis and portfolio management support on behalf of the Government Customer
  • Conducts portfolio health assessments, including cost, schedule, and performance of specific programs within the portfolio.
  • Identifies issues and risks and provides appropriate actionable strategies for mitigation.
  • Develop, maintain and update documentation within the SharePoint Knowledge Management repository, including administration and development, such as SharePoint sites, sub-sites, libraries, and lists.
  • Develops white papers and decision briefs for senior leaders.
  • Maintains cognizance of emerging technology developments and trends across Industry, Academia, and Government
  • Develops and maintains the portfolio database
  • Develops policies and business rules for implementing data-calls and assessments to inventory expenditures and investments
  • Designs and executes data collection methodologies using application programming interfaces and cyber compliant approaches for integrated dashboards using agile, waterfall, and hybrid frameworks.
  • Performs quantitative and qualitative data analyses, incorporating artificial intelligence technologies producing predictive modeling
  • Provides inputs into the Government Customer's cost-estimation and risk assessment process to appropriately forecast costs for new projects
  • Develops metrics and key performance indicators for measuring the effectiveness of the portfolio
  • Composes well-written, data-driven and illustrative reports.
  • Prepares briefings, talking points, position papers, and appropriate correspondence in support of senior leadership's interagency interactions and DoD meetings as directed.


Mandatory Requirements:
  • 10+ years of related experience
  • Experience working with classified systems and environments
  • Ability to take a conceptual discussion and build a presentation to convey the message to senior leaders.
  • Portfolio Management experience
  • Strong technical writing and documentation skills
  • Demonstrated experience designing and developing innovative portfolio management solutions incorporating data from varied sources with varied tools
  • Extensive experience with the DoD planning, programming, budgeting, and execution process
  • Experience creating business analytics, performing cost analysis, data analysis, economic analysis, cost modeling, across trends, data manipulation, and performance metrics
  • Experience designing/developing and executing complex data collection methodologies across varied applications and systems with structured and non-structured data and performing quantitative and qualitative data analyses


Education:
  • Bachelor's Degree closely related field.


Security Pre-Requisite:
  • CURRENT/ACTIVE TOP SECRET/SCI security clearance


Preferred Requirements:

Education:

Bachelor's Degree in STEM, or closely related field.
  • Strong facilitation skills and the ability to build relationships and interface with senior level leaders across the organization
  • Strong organizational, project management and problem-solving skills with impeccable multi-tasking abilities
  • Proven stakeholder management and effective communication strategies with clients and senior management.
  • Extensive technology portfolio management experience
  • Experience developing, maintaining and updating documentation within the SharePoint Knowledge Management repository.
  • Experience developing standard policies, business rules, and procedures for managing a technology portfolio
  • Advanced MS Word and PowerPoint skills; proficient MS Teams, Excel, and Outlook application skills


Office Location and Travel:
  • Will be required to report onsite at the Ft. Meade, MD location 5-days a week.
  • Some CONUS travel in support of the Government Customer may be required
