Job Description



  • Create/administer training for pricing procedures and policy to mitigate/reduce price/cost learning gaps.
  • Assess the needs of the pricing workforce, create tools, and update existing tools to aid the workforce in following internal processes.
  • Reviews overhead cost for contracts, and then create tools, such as cost models and databases, that can be used to develop independent Government positions and cost realism analyses.
  • Provide subject matter expert level guidance for contract cost and price, including overhead bases, overhead pools, profit calculation, Cost Accounting Standards (CAS) and administration, and cost allowability and allocability.
  • Review peers' work for adherence to policy and procedures, and then provide feedback.
  • Address sensitive issues during cost/price reviews with senior acquisition/contractor executives using negotiation techniques.
  • Recommend new policies and procedures to resolve unique and persistent problems that are not addressed by current regulations.
  • Collect and analyze data from internal tools and systems to advise senior leadership of issues and trends impacting the Agency pricing community.

To qualify for a Contract Price/Cost Analyst position your resume and supporting documentation :

  • A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees
  • A current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "1" above.
One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
  • Analyzing a contractor's proposals and actual costs using contract price and cost analysis techniques and procedures.
  • Analyzing rates to ensure compliance with cost accounting standards (CAS) and the Federal and Defense Acquisition Regulation (FAR/DFAR).
  • Negotiating cost elements and developing pricing reports.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

  • This position is being filled as Term not-to-exceed (NTE) one year, and not more than five years. This Term Appointment may also be converted to a Career or Career Conditional appointment without further announcement. In order to be eligible for conversion, you must serve at least two years of continuous service under a term appointment in the competitive service and your performance must be at least Fully Successful. For current permanent DCMA employees, if selected, you will be granted Administrative Return Rights to your previous position.
