MITRE's National Security Engineering Center (NSEC) FFRDC and the DoD & Services (D&S) Center partners with the Department of the Navy (DoN) to solve the most critical systems engineering and mission challenges facing the fleet today and into the future. The Naval Division delivers a broad, impactful portfolio across more than 200 staff, working as a trusted mission partner to Naval sponsors across acquisition, operational, and intelligence communities.
The Naval Division is seeking a Technical Integrator to serve as a force-multiplying partner to the Managing Director (MD). This is a newly defined, senior individual-contributor role that fuses the strategic functions the Division has historically distributed across three separate responsibilities: "Exploit" (internal integration and execution), "Explore" (Business Development, pipeline and growth), and "Chief Strategist" (long-range planning and sponsor-level strategy). The successful candidate will act as the MD's principal integrator - running the internal battle rhythm, shaping and growing the work program, and translating national-level strategic guidance into an executable Division strategy in close coordination with senior DoN leadership.
The Technical Integrator (TI) reports directly to the Naval Division Director and operates as a trusted deputy across three integrated lines of effort. This position does not have direct reports but is expected to influence, and coordinate taskings across the Division's Chief Engineer(s), Operations Lead(s), and Project Leaders in service of the Director's intent - functioning much as a military Executive Officer or Chief of Staff functions for a commander: protecting the Director's time and priorities, ensuring staff synchronization, and guaranteeing follow-through on decisions and commitments across the Division.

- Own the Division's internal battle rhythm: set agendas, drive preparation, and ensure meetings with the Director and D&S Center leadership are purposeful, well-prepared, and action-oriented, consistent with D&S best practices for effective meeting management.
- Serve as the Director's principal staff integrator - translating the Director's intent into coordinated tasking across Chief Engineers, Department Managers, and Project Leads, and tracking execution to closure.
- Manage technical quality and maintain program/budget oversight across the Division's work program in coordination with the Division's Chief Engineer and Operations Lead, consistent with an Exploit Lead's responsibility for technical excellence, quality, and accountability in execution.
- Aggregate Division delivery data, support Center/Sector/enterprise data calls, and manage division-level budget and ceiling tracking in coordination with Operations leadership.
- Anticipate friction points across departments and regional operations (e.g., PACOM/Australia, NIO/San Diego) and broker resolution before issues reach the Director.
- Act as gatekeeper and trusted advisor: filter, prioritize, and stage decisions for the Director so that senior leadership time is focused on the highest-impact sponsor and strategic engagements.
- Define a strategic plan for new funded work opportunities aligned to the Division's Mission Challenges and Build Deep Areas, including goals, key stakeholders/sponsors, staff to be engaged, and resources required.
- Develop fiscal goals for each pipeline opportunity and manage the Division's G&A and indirect investment resources (e.g., MOIE, capstone, PD/SI, IR&D) used to explore new work.
- Represent the Naval Division in D&S Explore forums and assist Department Managers, Chief Engineers, and Project Leaders in shaping the existing work program by identifying new opportunities and cross-organizational collaboration.
- Build and sustain sponsor and industry networks; apply strong business-development acumen and emotional intelligence to grow trusted relationships that convert into funded opportunities.
- Track and report performance against: growth in new funded opportunities, depth of capability against Mission Challenges/Build Deep Areas, indirect funding leveraged to expand the pipeline, and cross-organizational outcomes delivered.
- Own the Division's strategic planning process, ensuring the Division's active strategic bets remain grounded in and traceable to authoritative national guidance - including the National Security Strategy, the National Defense Strategy, and the CNO's Fighting Instructions.
- Partner directly with the Director to translate strategy into an executable roadmap, and periodically refresh that roadmap as guidance, sponsor priorities, and the threat environment evolve.
- Work directly with Navy Department, Program Office, and sponsor General/Flag Officer (GOFO) leaders to socialize, pressure-test, and implement the Division's strategy - building the credibility and access needed to shape sponsor decision-making.
- Prepare and deliver executive-level strategy communications and briefings to senior MITRE and Navy leadership, including support for briefings to the Naval Advisory Council and other senior sponsor bodies. The TI will be responsible for establishing and maintaining relationships with gov chiefs of staff or equivalent and ensuring any GOFO engagement is properly prepared and coordinated
- Coordinate with MNS Cross-Cutting Priority (XCP) Leads and enterprise labs/platforms to align Division strategy with broader company investment, ensuring the Division's bets are differentiated and mutually reinforcing with enterprise capability.
- Establish and monitor KPIs to assess strategy execution; identify risks to strategic objectives and develop mitigation approaches in coordination with the Director.
- Typically requires a minimum of 12 years of related experience with a Bachelor's degree; or 10 years and a Master's degree; or a PhD with 7 years' experience; or an equivalent combination of related education and experience.
- Comprehensive understanding of U.S. Navy systems, operations, and strategic objectives, with direct experience working with the Navy or on Navy-related programs.
- Demonstrated experience integrating cross-functional staff activity in service of a senior leader - e.g., chief of staff, executive officer, deputy director, or comparable role - including running battle rhythm, staffing decisions, and driving accountability.
- Proven business-development track record: shaping new opportunities, building sponsor/industry relationships, and converting pipeline into funded work.
- Demonstrated experience contributing to or leading strategic planning grounded in national security guidance documents, with the ability to translate strategy into executable division-level priorities.
- Strong program management and budget/financial acumen, including experience managing indirect funding mechanisms (e.g., G&A, IR&D, capstone, MOIE).
- Excellent executive communication skills - persuasive, tactful, and capable of briefing senior government and military stakeholders, including General/Flag Officer-level leaders.
- Active Top Secret clearance with the ability to obtain and maintain TS/SCI and SAP access.
- Per the U.S. Government's eligibility requirements for a clearance, U.S Citizenship is required.
- This position requires a minimum of 4 days per week on-site.
- Prior military service in a Chief of Staff, Executive Officer, Commanding Officer, or equivalent staff-integrator role.
- Working familiarity with the 2025 National Security Strategy, the 2026 National Defense Strategy, and the CNO's Fighting Instructions, and experience applying similar guidance to organizational strategy.
- Established relationships with Navy sponsor GOFO leaders, program offices, or advisory bodies such as a Naval Advisory Council.
- Experience across Joint Fires, Command, Control, Computing, Communications, Cyber, Intelligence, Surveillance, Reconnaissance and Targeting (C-C5ISRT), C2 in Contested Environments, Autonomous Systems, or Data Architectures and Analytics.
- Deep, current MITRE network with a working knowledge of MITRE culture, business systems, and techniques for work-shaping.
- PMP or equivalent program/portfolio management certification.
- Master's degree in a relevant technical, strategic studies, or business discipline.
