Job Description

THOR Solutions is actively seeking a Habitability Program Logistics Specialist to provide full-time technical and professional support services at the Mid-Atlantic Regional Maintenance Center (MARMC) in Norfolk, VA.

This position is contingent upon contract award, anticipated for September 2026.

Typical Responsibilities:
  • Provide support for the acquisition of habitability material which will be used on various repair contracts throughout the command in the form of Government Furnished Material (GFM), including design, monitoring and recommending changes required to support continued development and production.
  • Provide technical input to assist in the development of request packages to be procured by MARMC contracts as delivery orders under Indefinite Delivery Indefinite Quantity (IDIQ) habitability material contracts. Perform statistical analysis of past usage and other appropriate data to determine estimated quantities and types of hardware items by procurement year.
  • Develop and/or update product descriptions and specifications, including drawings and sketches. After contract awards, observe and/or conduct First Article Test and draft related reports with recommendations for acceptance/approval. Review vendor-submitted Shock Test Procedures and Shop Test Reports and provide comments regarding technical adequacy with recommendations for acceptance/approval.
  • Provide technical input to assist in the preparation of procurement documentation for submission to MARMC contracts for the purchase of material as identified in the Ship Project Installation Drawings for each ship project. Format procurement documents to enable electronic transmission in a concise package, easily identifiable with the inclusion of a package index and table of contents. Provide support services as tasked to process the requisitions.
  • Create comprehensive procurement request packages for all external sourced materials, including specifications, cost details, and vendor information. Furnish complete and separate material procurement request documentation to the program manager.
  • Provide support in the coordination with stakeholders to ensure procurement request documents are received, distributed, processed correctly and be responsible for resolving any associated issues.
  • Provide material control by way of coordination, inventory and tracking of project material from the point of manufacture by suppliers, shipping, storing, distribution and verification of the use of major components for each project.
  • Develop data for reporting the status of these materials at major points. Provide control of the receipt, inventory and issuance of material to various ship repair availabilities. Provide recommendations concerning the disposition of excess or damaged material to Habitability Improvement Manager. Review material lead times and availability. Notify the Habitability Program Manager of any material to various ship repair availabilities that is not available from suppliers and develop the necessary material to various ship repair availabilities procurement from alternative sources/vendors by the required dates.
  • Review waiver and deviation requests and make recommendations concerning the disposition of the requests.
  • Assist with data entry and research in Government systems including Material Requirements (MRQT) and Procurement Tracker (PROTRAC).
  • Conduct shipboard surveys and provide logistics and technical data per NAVSEA Standard Item 009-21, during, and subsequently to, project installations.
  • Provide on-site coordination to ensure material issues are swiftly and accurately satisfied. Evaluate realistic milestones and progress to meet availability constraints. Assist in development of recovery plans and on-site resolution of problems encountered including but not limited to drawing errors, unclear notes, undefined measurements and other installer questions/concerns. Clarify requirements to the installers and maintenance team when problems are observed with installation methods, processes, procedures or project requirements.
  • Provide a written visit debrief/report to the Habitability Improvement Program Manager upon completion of each ship visit.

Location: Onsite at Mid-Atlantic Regional Maintenance Center (MARMC) in Norfolk, VA.

Typical Physical Activity: Mix of desk/computer work in an office environment and visits to waterfront/shipboard environments. May involve: repetitive motion, traversing shipboard environments (e.g. confined spaces, ladders, hatches), or vision.

Typical Pay Range: The anticipated pay range for this position in the identified location(s) is $85,000 - $95,000/year. Actual compensation offered will be based upon individual factors including education, qualifications, and experience.

Existing SECRET Security Clearance Required: This position requires an existing active or interim Secret security clearance prior to hire. Only U.S. citizens are eligible for a security clearance; therefore, only current U.S. citizens will be considered for this position. A candidate without a clearance but with highly relevant experience may be considered, but still must obtain a clearance prior to hire.

Required Knowledge, Skills, and Abilities:
  • Bachelor's degree in engineering
  • At least five (5) years of experience with the CNSL Shipboard Habitability Program logistics requirements and policies with regard to Crew Sanitary Space Upgrade Project (HENL) and Crew Berthing Compartment Upgrade Project (BENL).
  • Knowledge and understanding of JFMM, Volume VI, Chapter 16 requirements regarding material procurement and advance planning.
  • Experience using Navy Maintenance Database (NMD) and MFOM-VSB for Work Specifications and Work Notification (WN) reviews prior to contract award.
  • Understanding of funding flow from CNSL Sponsor through Maintenance Team (MT) distribution.
  • Experience with generating, adjudicating and advising MTs with Condition Found Reports (CFRs) and advising MT/Contracts Department with resolution of Request for Contract Changes (RCCs).
  • Knowledge of the structure and role of government oversight of contracted ship availabilities for US Navy surface ship habitability upgrades as it relates to the Naval Supervising Activity (NSA).
  • Understanding of the NSA MT hierarchy and key position responsibilities to execute cost on-site technical/material adjudication.
  • Experience in MS Office, including Word, Excel, Access and PowerPoint.
