The Property & Material Manager Manager is responsible for planning, managing, and executing strategic procurement, supplier management, and expediting activities in support of the Ascension Island Base Operating Support & Mission Support Services (AI BOS & MSS) contract, managed from Patrick Space Force Base (SFB).
This position oversees supplier and subcontractor performance, ensures timely and cost effective delivery of materials and services to a remote, austere location, and maintains compliance with applicable regulations (including FAR and DFARS), contract requirements, and V2X policies and procedures. The role partners closely with Program Management, Contracts, Logistics, Finance, and Operations teams at Patrick SFB and Ascension Island to achieve cost, schedule, quality, and mission readiness objectives.
Responsibilities
- Manages strategic supplier and subcontractor relationships to support AI BOS & MSS contract performance, cost, schedule, and operational objectives.
- Monitors supplier performance related to quality, cost, delivery, and compliance; leads corrective and preventive actions to address performance issues.
- Plans and coordinates expediting activities to ensure on time delivery of critical equipment, materials, and subcontractor deliverables to Ascension Island.
- Tracks supplier production and delivery status, including open purchase orders, schedules, milestones, and delivery commitments; identifies, communicates, and escalates risk proactively.
- Owns and reports key PR to PO process metrics (e.g., PR approval date, RFQ dates, U.S. Government approval/coordination dates when required, PO award date, and estimated delivery dates).
- Identifies, qualifies, and onboards new suppliers into the V2X supplier management system to support current and future AI BOS & MSS program requirements.
- Sources through U.S. Government and approved channels (e.g., GSA Advantage, 2GIT, DIP) to identify compliant sources, obtain pricing, and support supplier onboarding in accordance with V2X and customer requirements.
- Executes strategic sourcing initiatives to align best value suppliers (price/quality/delivery) with program needs, including support to MWR facilities, base stores, Dining Facilities, and other AI BOS & MSS functional areas.
- Resolves supply chain issues affecting program cost, schedule, or performance; coordinates solutions with Program Management, Logistics, Operations, and site leadership.
- Supports procurement planning, sourcing strategy development, and supplier selection activities in accordance with contract requirements, security requirements, and mission priorities.
- Provides support to proposal and capture efforts related to the AI BOS & MSS contract, including collecting supplier data, pricing inputs, and subcontractor information (e.g., 1 N Lists for end of year project requests and contract modifications).
- Ensures all procurement and subcontract actions comply with FAR, DFARS, federal acquisition regulations, contract terms, security requirements, and V2X internal procurement and ethics policies.
- Develops, maintains, and reports supplier performance metrics and scorecards; participates in supplier business reviews and continuous improvement initiatives.
- Leads or supports procurement and supply chain process improvement projects, including system/tool implementation, standardization, and documentation of procedures for the AI BOS & MSS contract.
- Collaborates with Contracts, Finance, Operations, Logistics, and Program Management at Patrick SFB and Ascension Island to achieve program objectives and customer satisfaction.
- Prepares and delivers reports, dashboards, and status updates for program and corporate leadership related to procurement, supplier performance, and expediting activities.
- Performs other duties as assigned to support the AI BOS & MSS mission and V2X business objectives.
SUPERVISORY RESPONSIBILITIES
- May directly supervise procurement, expediting, and/or supplier management personnel assigned to support the AI BOS & MSS contract.
- Provides coaching, guidance, and performance feedback to assigned staff.
- Supports workforce planning, workload prioritization, and development of team capabilities in alignment with program and corporate goals.
Qualifications
EDUCATION AND/OR EXPERIENCE
Required:
- Bachelor's degree in Business, Supply Chain Management, Logistics, or a related field; equivalent combination of education and relevant experience may be considered.
- 8-15 years of experience in procurement, supply chain, logistics, subcontract management, and/or government contracting.
- Demonstrated experience supporting supplier management and procurement operations on U.S. Government contract programs.
Preferred:
- Experience supporting DoW/DoD, Space Force, Air Force, and/or base operating support / mission support services contracts.
- Experience supporting OCONUS or remote locations (e.g., island or austere environments) with constrained logistics and transportation timelines
- Previous leadership experience overseeing procurement, expediting, or supplier management staff.
CERTIFICATES, LICENSES, REGISTRATIONS
- Active U.S. Secret Security Clearance required at time of hire, with the ability to maintain clearance for the duration of employment.
- Professional certifications such as CPSM, CPSD, CPIM, CSCP, NCMA (CPCM, CFCM, CCCM), or similar are preferred but not required.
KNOWLEDGE, SKILLS, AND ABILITIES
- Working knowledge of FAR, DFARS, and federal acquisition regulations, including subcontract administration and flow‑down of requirements to suppliers and subcontractors.
- Strong understanding of procurement and supply chain processes in a Government Contractor (GovCon) environment.
- Demonstrated ability to analyze supplier performance, identify risks, and implement corrective and preventive actions.
- Strong organizational, analytical, and problem‑solving skills; ability to manage multiple priorities and deadlines in a fast‑paced environment.
- Effective oral and written communication skills; able to interface professionally with internal stakeholders, suppliers, and government representatives.
- Proficiency with ERP/procurement systems such as IFS, Maximo, Deltek, SAP, Oracle, or equivalent platforms.
- Ability to work collaboratively in a matrixed environment and build strong cross‑functional relationships.
- Ability to handle sensitive information and maintain confidentiality in accordance with security and ethics requirements.

WORK ENVIRONMENT
- Primary duty location is Patrick Space Force Base, Florida.
- Work is performed in a professional office environment with frequent virtual coordination across time zones with teams and operations at Ascension Island
- May require occasional travel to Ascension Island, supplier locations, or other V2X/customer sites, as program needs dictate.
- The Ascension Island operating environment is remote and austere; understanding of the associated logistical and schedule constraints is essential for this role.
