Job Description



  • You will be responsible by law and regulation for activities that range from policy implementation to vendor outreach.
  • You will lead initiatives that support the growth and sustainability of small businesses, focusing on strategic planning, program management, and collaboration with various stakeholders to foster a vibrant small business environment.
  • You will develop and implement acquisition strategies that meet agency needs while optimizing resources.
  • You will analyze market trends and identifies small business opportunities to make informed decisions.
  • You will support the Director in developing and implementing an organizational vision that integrates key organizational program goals, priorities, values, and other factors.
  • You will provide technical assistance, professional advice and guidance to acquisition managers, contract specialists and small business professionals (SBPs).

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.


Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-13) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

-Directing the strategy, lifecycle execution, and financial oversight of complex federal acquisition programs (such as the Mentor-Protégé Program), including proactively resolving budget discrepancies, managing contract performance risks, and balancing strict regulatory requirements with strategic industrial base objectives.
-Utilizing advanced analytical methods to diagnose root causes of ambiguous program challenges, and experience building consensus among diverse internal and external stakeholders (e.g., industry partners, program managers, and defense agencies) to align competing priorities and drive mission success without direct authoritative control.
-Analyzing complex program issues to develop data-driven recommendations, drafting comprehensive strategic reports, and delivering persuasive, actionable briefings to senior executive leadership (e.g., Directors, Deputies) to influence high-level organizational decision-making.

This a Defense Acquisition Workforce position that requires a Contracting, Foundational acquisition certification. The incumbent has 36 months to earn this certification. Incumbent must obtain and maintain certification in accordance with DoD Instruction 5000.66. Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance with DoDI 5000.66. Workforce members are encouraged to earn their CLPs by completing Defense Acquisition University (DAU) Credentials.
