Job Title: Procurement Engineering Design Manager

Job Location: McLean, Virginia

Reports to: Operations Manager

We are currently seeking a Procurement Engineering Design Manager with a BS degree in Engineering or Construction Management to work out of our McLean, Virginia office. This position will allow individuals to gain valuable experience in the international construction industry, specifically in the construction of U.S. Embassies abroad. An active secret level security clearance is required for this position.

PRIMARY FUNCTION:

Primary U.S. based project point of contact with project site team (located internationally), client, and Architectural/Engineering contractor(s). Coordinates with architects and all specialized engineers working on a specific project(s).

ESSENTIAL DUTIES AND RESPONSIBILITIES:

• PROJECT & DESIGNER OF RECORD (DOR) MANAGEMENT
o Manage relationship with the DOR, through active participation in meetings, coordination of deliverables, and resolution of conflicts from contract award through design.
o Act as liaison between the client, on-site project team, and DOR.
o Create periodic status reports and coordinate team meetings, concisely distributing information to the appropriate internal/external staff and management.
o Communicate decision points and issues to management/client/project team.
o Interface with the client through submittals, RFI’s, and change management.
o Track and review of engineering deliverables for the entire project(s), from contract award through construction.
o Responsible for coordination of the design with the project procurement schedule.
o Apply engineering judgment and construction knowledge to ensure adherence to scope of work, schedule, and specifications, provide solutions where these items conflict.
o Assist in the preparation of project deliverables, in the development of a project bill of materials and preparation of packages and issues for supplier quotation.
o Assist in the preparation of new project proposals.
o Represent the company to the United States Government.
o Other duties as assigned.

• PROCUREMENT
o Coordinate and facilitate the procurement process to ensure materials (both classified and unclassified) are received according to the project schedule.
o Improve the quality of service of vendors to achieve best value and best practice.
o Perform procurement engineering evaluation, commercial grade dedication, and item equivalency evaluations in support of site operations, maintenance, and engineering departments.
o Provide engineering expertise to the procurement personnel.
o Coordinate packages, RFI’s, and submittals with the on-site project team.

• CLASSIFIED SPACE MANAGEMENT
o Responsible for bidding and managing the execution of the classified space of a project by:
Independently conducting take-offs and procurement of all the classified material required to support the initial bid, with as-needed senior management support;
Staffing cleared US personnel to complete the physical construction, with support from HR and the project manager; and
Manage the classified components of the project through completion to ensure on-time delivery of the space within budget.

KNOWLEDGE, EXPERIENCE AND SPECIAL SKILLS REQUIRED:

• Bachelor of Science degree in engineering or related field (e.g., construction management).
• Five or more years of relevant experience, with an emphasis on federal construction.
• Ability to read and interpret construction plans, drawings, and specifications.
• Proficient in the Microsoft Office suite.
• Must be authorized to work in the U.S.
• An active secret level security clearance.


PREFERRED EXPERIENCE:

• International construction industry experience interacting with various diverse cultures.
• Previous design/build experience.
• Construction management/project controls experience.
• Knowledge of AutoCad, Primavera P3 (or higher).

PHYSICAL JOB DEMANDS:

Reaching above and below, stooping and bending. Lifting/carrying/moving 1 to 15 pounds of weight in the form of paper, boxes, files, etc. Manual dexterity to operate office equipment, filing, and perform specialized skills. Requires a high degree of concentration in a busy office environment.

WORKING CONDITIONS:

Office environment. Flexibility with hours is required.
