POSITION SUMMARY
The ISR Readiness SME provides mission context, operational relevance, and senior readiness reporting support for the A2FF ISR Readiness Data Engineering and Dashboard Modernization Support task order. The role supports MET/METL products, GFMB and senior leader reporting, MAJCOM engagement, readiness workflow inputs, and operational validation of analytic and dashboard outputs. This position is contingent based on award.
PROGRAM CONTEXT
PROGRAM DESCRIPTION
The A2FF ISR Readiness Data Engineering and Dashboard Modernization Support task order supports HAF/A2 - A2FF Readiness Branch in developing, sustaining, and modernizing ISR readiness analytics and dashboard capabilities. The program supports updated data pipelines, predictive analytics and LLM documentation, dashboard releases, stakeholder coordination materials, technical documentation, and reporting products that improve readiness visibility and decision support.
PROGRAM SCOPE
The program scope includes readiness data engineering, predictive analytics, dashboard modernization, stakeholder engagement, MAJCOM coordination, readiness reporting workflows, MET/METL support products, GFMB and senior leader decision support, data governance artifacts, process improvement recommendations, and data-quality reporting across AF/DoD/IC readiness stakeholders.
KEY RESPONSIBILITIES
ISR READINESS MISSION CONTEXT AND OPERATIONAL ALIGNMENT
• Provide ISR readiness subject-matter expertise to ensure data products, dashboard updates, analytic findings, and reporting materials remain grounded in mission realities and operational relevance.
• Translate readiness requirements, mission context, MAJCOM input, and operational concerns into clear guidance for data engineering, analytics, visualization, and reporting workstreams.
• Review readiness products for mission fit, interpretation risk, operational usefulness, and alignment with Government direction before delivery or leadership use.
• Help identify readiness reporting gaps, mission impacts, and operational dependencies that require Government awareness, stakeholder coordination, or follow-on analysis.
MET/METL SUPPORT AND READINESS REPORTING
• Support MET/METL revision summaries, alignment matrices, recommended changes, and related documentation as directed by the Government.
• Connect mission essential tasks, readiness indicators, stakeholder inputs, analytic findings, and dashboard outputs to support traceable readiness reporting products.
• Provide operational interpretation for readiness reporting workflows, assessment products, decision-support materials, and issue summaries requiring Government review.
• Ensure MET/METL and readiness reporting support products preserve Government decision authority over final mission task determinations, policy positions, and approved changes.
GFMB, SENIOR LEADER, AND DECISION-SUPPORT REPORTING
• Support development of GFMB, senior leader, Congressional engagement, and decision-support products by validating operational meaning, readiness implications, and mission relevance.
• Help frame readiness changes, degradation concerns, trend implications, and stakeholder issues in clear language suitable for leadership review and Government-approved messaging.
• Review briefing materials, white papers, talking points, analytic integration notes, and decision-support documentation for accuracy, clarity, and operational usefulness.
• Coordinate with the Program / Task Lead, Data Scientist / AI-ML Analyst, BI Developer, Data Engineer, and Data Governance / Quality Analyst to ensure technical outputs support readiness decisions.
MAJCOM ENGAGEMENT AND STAKEHOLDER COORDINATION
• Participate in MAJCOM, mission-owner, subordinate unit, and Government-designated stakeholder engagements to capture readiness concerns, operational context, reporting impacts, and open actions.
• Support meeting readouts, MAJCOM coordination summaries, stakeholder input records, and engagement documentation that preserve what was discussed, what changed, and what requires Government decision.
• Identify when stakeholder feedback affects reporting workflows, dashboard interpretation, MET/METL products, analytic assumptions, or readiness data confidence.
• Maintain coordination discipline in stakeholder-heavy environments by supporting action visibility, issue escalation, and follow-up through approved task order processes.
ROLE-SPECIFIC DELIVERABLE OWNERSHIP
• Own mission relevance review for readiness reporting materials, MET/METL support products, GFMB and senior leader products, MAJCOM engagement outputs, and operational interpretation notes.
• Provide ISR readiness inputs to monthly stakeholder engagement materials, Monthly Status Reports, technical meeting minutes, process recommendations, and data-quality or analytic issue summaries when mission context is required.
• Ensure operational readiness inputs are documented, traceable, coordinated, and aligned with Government-approved formats, timelines, and review processes.
• Maintain focus on ISR readiness subject-matter validation and operational relevance; this role does not own ETL/ELT engineering, AI/ML model development, dashboard production, or Government policy decisions.
QUALIFICATIONS
EDUCATION
Bachelor's degree preferred in Intelligence Studies, National Security, International Relations, Data Analytics, Information Technology, Systems Engineering, Operations Research, Business Administration, or a related field. Equivalent senior-level DoD, IC, Air Force, ISR readiness, MAJCOM, operational planning, or headquarters staff experience may substitute.
PROFESSIONAL CERTIFICATIONS
Preferred: PMP, SAFe Agilist, intelligence analysis, readiness reporting, data analytics, Lean Six Sigma, Agile, or comparable program, mission, or operations certification. Security+ CE or equivalent DoD 8140/8570 foundational certification preferred when required for access or mission systems.
MINIMUM QUALIFICATIONS
Active TS/SCI clearance.
8+ years of ISR, readiness, operations, intelligence, MAJCOM, HAF, DoD/IC headquarters, A&AS, SETA, or mission-support experience.
Experience supporting readiness reporting, MET/METL documentation, senior leader decision support, GFMBs, MAJCOM coordination, or mission performance reporting.
Experience translating operational readiness context into clear reporting inputs, issue summaries, briefing products, talking points, and decision-support documentation.
Ability to review analytic outputs, dashboard products, stakeholder inputs, and reporting materials for operational relevance and mission accuracy.
Strong understanding of Government decision authority, non-personal services boundaries, classified work environments, and PWS-based deliverable discipline.
Strong written and verbal communication skills with the ability to work across technical, analytic, operational, and leadership audiences.
Can work independently in a fast-paced A&AS environment while coordinating across Government and contractor stakeholders.
PREFERRED QUALIFICATIONS
Prior experience supporting HAF/A2, AF A2/6, AF IC, MAJCOM, Combatant Command, OSD, Joint Staff, ODNI, or other DoD/IC headquarters-level mission environments.
Experience with ISR readiness, DRRS, DEERS, Envision, ASERT, MET/METL products, readiness analytics, dashboard modernization, or senior leader reporting.
