Parsons is seeking an experienced and mission-focused to lead on-site performance at in support of a critical U.S. Air Force mission. The selected candidate will serve as the senior on-site contractor representative responsible for overall contract execution, observatory operations, maintenance oversight, quality control, personnel supervision, mission readiness, and Government interface.
This position requires a strong leader who can manage technical operations, maintain compliance with contract performance standards, oversee reporting and maintenance activities, and step into operational coverage when needed.

Salary Range: $112,200.00 - $196,400.00

- Provide overall leadership and accountability for execution of all contract requirements
- Lead and manage observatory operations and maintenance activities in support of continuous mission performance
- Ensure compliance with contractual standards, performance metrics, and system uptime requirements
- Serve as the primary on-site interface with Government leadership and supporting stakeholders
- Oversee continuous solar optical and radio patrol operations
- Ensure timely, accurate operational reporting and required deliverables
- Coordinate preventive and corrective maintenance activities to minimize mission impact
- Ensure compliance with applicable procedures, technical directives, and operational standards
- Implement and enforce a comprehensive Quality Control program
- Oversee outage response, maintenance reporting, and configuration and calibration compliance
- Manage contractor personnel, staffing, training, certifications, and safety performance
- Support inspections, audits, and distinguished visitor engagements
- Maintain accountability for site resources, equipment, and facility-related planning
- Assign and manage recurring mission-related travel requirements in support of observatory operations and administration
- Provide operational coverage as needed during leave periods, training events, or unexpected personnel shortages
- Bachelor's Degree in a technical or construction-related field (or equivalent)
- 12+ years of related work experience with 3+ of those years in a managerial/leadership role at a field site.
- Demonstrated leadership experience managing technical, operational, or mission-support teams
- Ability to oversee maintenance programs, technical systems, and operational performance
- Strong organizational, communication, and reporting skills
- Experience working in structured, performance-driven contract environments
- Ability to build and maintain effective working relationships with Government customers and stakeholders
- US Citizenship with eligibility to meet U.S. Government security requirements
- Ability to obtain and maintain any required documentation for international assignment and deployment to Italy
- Ability to travel as required in support of training, mission operations, administrative processing, and contract execution
- Ability to work on-site in an overseas environment
- The Contract Manager must be capable of providing operational analyst coverage when required due to leave, training, or other personnel shortages
- The selected candidate will need certification as a , , or the ability to obtain required certification based on mission needs
- Formal training may be required depending on current qualifications and prior certification status
- Newly assigned personnel may be required to complete on-the-job training upon arrival at the observatory
- The candidate must be able to support recurring official travel requirements associated with observatory operations
- The candidate must be able to obtain required mission, visa, and in-processing documentation associated with assignment to Italy
- The candidate must possess a valid U.S. driver's license and be able to obtain any additional driving credentials required for mission support
- Experience supporting DoD contracts or performance-based service contracts
- Experience leading quality control and compliance-focused programs
- Experience in mission-critical operations, maintenance, or observatory-related environments
- Prior certification or experience as a SOON or RSTN analyst
- Strong decision-making skills in operationally demanding environments
- High degree of integrity, accountability, and mission focus
- Ability to operate effectively in an overseas assignment
- Commitment to professional standards, team leadership, and safe operations
