Job Description



As a PROGRAM MANAGER at the GS-0340-13 some of your typical work assignments may include:
  • Serves as a Program Manager for department-level services to plan, coordinate, integrate, implement, and evaluate the use of acquisition programs in the broad area of Chemical and Biological Defense.
  • Employs technical knowledge, methods and techniques to identify, propose, and implement solutions to management problems associated with difficult and unprecedented research and development (R&D) programs.
  • Works with interdisciplinary teams to assess and define technical requirements, resolve critical acquisition problems, and ensure accomplishment of scientific and technical program goals.
  • Coordinates with Department leadership to establish objectives for acquisition/procurement of R&D, identifies and evaluates alternatives for achieving those objectives, and generates and reviews program and project acquisition plans.
  • Routinely provides substantive written and verbal guidance to Science and Technology Managers and Research Portfolio Leads within the Department.

  • Must be able to obtain and maintain a valid passport.
  • This is an Acquisition Workforce position in the Program Management functional area. The incumbent will be required to become certified in the Practitioner tier within 5 years.
  • The incumbent is required to acquire a minimum of 40 continuous learning points (CLPs) every year as a goal and 80 CLPs being mandatory within 2 years.
  • Incumbent is required to submit a Confidential Financial Disclosure Form, OGE 450, within 30 days of entering the position, annually and upon termination of employment (DoD Directive 5500.7-R, Joint Ethics Regulation, August 30, 1993)


You may qualify at the GS 13 , if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service, military or private sector:
  • Translating government requirements into acquisition strategies for DOW research and development programs to support program mission
  • Reviewing and providing substantive feedback on programmatic plans, acquisition requirements, and financial materials to ensure mission objectives are met within allotted time constraints
  • Generating, designing, and developing new plans, procedures, and policies to accomplish research and development objectives; Managing program requirements to effectively support a wide variety of technical activities accomplished by a diverse team of civilian and military personnel across a variety of scientific and technical fields
  • Communicating both orally and in writing to convey technical issues in a programmatic arena to audiences of varying levels and backgrounds.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.



Substitution of education may not be used in lieu of specialized experience for this grade level.
